How much does the mayor earn in 2024? What about the president of the County Council? What about subordinates? The answer: between 3,000 lei and over 12,000 lei “in hand”. Revenues “to the state” have also increased by 2,000 gross lei or even 3,000 gross lei compared to two years ago, if we refer to public management and execution positions. Moreover, both the heads of the local public administration and the staff of the specialized apparatus involved in the management of projects with European funds can receive an increase of up to 50% of the basic salary.

How exactly does the salary list from the Administrative Palace look in the following. We specify that the data were analyzed based on the salary situation valid at the end of March 2024, published on the websites of Brăila City Hall and Brăila County Council. According to Law 153/2017, which regulates the transparency of salary incomes, public authorities and institutions post on their website, on the dates of March 31 and September 30 of each year, and keep published a list of all the functions in the respective public authorities or institutions that fall into the category of staff paid from public funds.

The salary “table” at Brăila City Hall

Mayor Marian Dragomir has the highest salary, who in March 2024 received a gross allowance of 21,735 lei (about 12,700 lei net, i.e. 2,500 euros). Next come the vice-mayors Doinita Ciocan and Alexandru Jantea, who take “on paper” 19,320 lei each, i.e. a little over 11,300 lei in hand.

If we take a look at those who occupy the top positions at the level of the specialized apparatus of the Brăila Municipality Mayor, we notice that the general secretary of the Municipality, Ion Drăgan, has a gross income of 16,929 lei per month (9,900 lei in hand). The chief architect, Elena Corina Anghelescu, has a gross salary of 15,215 lei (8,900 lei net). Grade II executive directors also receive a gross salary of 15,215 lei. A grade II head of service has a gross salary of 13,572 lei (nearly 8,000 lei net), while a grade II office head has on paper 12,800 lei (about 7,500 in hand).

Regarding the public execution functions in Brăila City Hall, the highest basic salary is for an auditor, higher professional degree, grade 5 – 11,012 lei (a little over 6,400 lei net). An inspector, counselor, legal advisor with a higher professional degree, have a basic salary between 10,336 lei (6,000 lei net) and 9,322 lei (5,453 lei net), depending on the grade. The basic salary of an assistant professional inspector varies between 8,477 lei and 6,786 lei (between approximately 5,000 lei and 4,000 lei net), also depending on the grade, and that of a referent between 5,917 lei and 6,255 lei (between 3,461 lei and 3,658 net lei).

Regarding the execution functions of contractual personnel, the basic salaries are between 11,544 lei, as much as a specialized inspector IA, grade 5, and 4,202 lei, the salary of an administrator I, grade 2.

What do salaries look like at CJ?

We now move on to Brăila County Council, where the president of the institution, Francisk Iulian Chiriac, ranks among the top salaries, with a monthly salary of 21,735 gross lei, that is, “in hand” means about 12,700. He is closely followed by the two vice-presidents Ionel Epureanu and Ionuț Dobre, who each have 19,320 lei gross per month, which means a net of over 11,000 lei.

Studying the list regarding the hierarchy of public management positions within the specialized apparatus of the Brăila County Council, which includes the basic salary corresponding to March 31, 2024, in the top of the highest salaries is the general secretary of Brăila County, Dumitrel Priceputu, with a monthly salary gross of 16,736 lei (about 9,800 lei net). Next comes the Chief Architect of CJ Brăila, Marian Rusu, but he has a gross income of 15,987 lei (about 9,300 lei net). A grade II executive director has a gross salary of 15,987 lei, that is, he takes over 9,300 lei in hand. In the case of a deputy executive director, grade II, he has a salary of 14,514 lei gross (almost 8,500 lei net). It should be noted that some employees who hold management positions also receive a CFP (Preventive Financial Control) increase of 10% of the basic salary. Finally, a head of service, grade II, has a gross salary of 14,466 lei (about 8,400 lei net), and the lowest salary recorded by those with management positions is that of an office head, grade II, of 13,307 lei gross (almost 7,800 lei in hand).

Regarding public execution functions, it must be said that a higher professional grade auditor, grade 5 from the CJ has a gross monthly salary of 12,969 lei (approximately 7,600 lei net), an adviser, public procurement adviser, legal adviser and inspector grade higher professional, grade 5, gets 10,892 lei gross (over 6,300 lei net). The rest of the public procurement advisers, legal advisers, inspectors of various degrees have salaries between 10,626 lei and 5,120 lei gross (between 6,200 and 3,000 lei net).

Finally, the personnel assigned to contractual execution functions register salaries between 9,515 lei gross (specialist inspector grade IA) and 4,202 lei gross (skilled worker), that is, they take in their hands between about 5,500 lei and 2,500 lei.

It should be noted that the qualified workers from the Technical and Public Works Department – Maintenance Works Service of CJ Brăila benefit from a 15% increase in the basic salary starting from July 1, 2021, for dangerous and harmful working conditions. It should also be noted that the employees of the specialized apparatus of CJ Brăila benefit annually from holiday vouchers in the amount of 1,600 lei, between January 1, 2024 and December 31, 2026. The vouchers are granted to those who have net monthly salaries of up to 8,000 lei .

As for the county councillors, they benefit from a monthly allowance of up to 9% of the allowance of the president of the County Council, depending on the maximum number of meetings. That means over 1,900 lei gross (somewhere around 1,200 lei net) for participating in the monthly meeting.

A 50% increase for mayors and heads of CJ who manage projects with European funds

Last year, the Government decided to increase the allowances granted to mayors and presidents of County Councils who manage projects from non-reimbursable external funds. The increase increased from 25%, respectively 30%, to 50%.

Thus, according to the law, the monthly allowances of mayors and vice-mayors of administrative-territorial units, presidents and vice-presidents of county councils that implement projects financed from non-reimbursable European funds as well as through the Recovery and Resilience Mechanism, are increased by up to 50%, within the limits of the approved budget for this destination. In other words, we can talk about slightly higher incomes for local government leaders compared to the actual salaries stated above. Also, the staff from the specialized apparatus of Brăila City Hall and CJ Brăila nominated in the project teams financed from non-refundable European funds, regardless of the number of projects in which they are involved, also benefit from the increase of up to 50%. This increase is applied in proportion to the actual time allocated to the activities for the project.
