Residents of Cluj-Napoca, Constanţa, Slobozia, Iasi, Deva, Sibiu, Timisoara and Ilfov County will be able to obtain birth and death certificates, starting from Wednesday, in digital format, but also physically, upon request, the Ministry of Internal Affairs announces (MAY).

According to the MAI, the activity of recording life, birth and death events, carried out by the civil status officer, will be carried out in digital format.

In April, the implementation of the “Integrated Information System for the Issuance of Civil Status Acts – SIIEASC” was initiated at the level of all administrative-territorial units of Ilfov county, through the digital registration of deaths and births and, considering the results obtained, the General Directorate for the Registration of Persons, with the support of the County Directorates of Registration of Persons from the counties of Cluj, Constanţa, Hunedoara, Ialomiţa, Iaşi, Sibiu and Timiș, as well as the local directorates for the registration of the persons involved, carried out, on Wednesday, the operationalization of SIIEASC in the seven county seat municipalities.

A new stage regarding the expansion of SIIEASC would be carried out on Friday, by including certain administrative-territorial units from the counties of Cluj, Constanţa, Hunedoara, Ialomiţa, Iaşi, Sibiu and Timiş.

The commissioning, at the national level, of the IT System will be carried out in stages, to be completed on September 24, 2024.

The Ministry of Internal Affairs, through the General Directorate for Communications and Information Technology and the General Directorate for Personal Records, as a beneficiary, in partnership with the Authority for Digitization of Romania, the Special Telecommunications Service and the Ministry of Development, Public Works and Administration implemented the “Integrated Information System for the Issuance of Civil Status Acts – SIIEASC”, code SMIS 2014+ 120025, co-financed by the European Union, from the European Regional Development Fund through the Competitiveness Operational Program 2014-2020.

In the implementation of the project, an important role was played by the support provided by the Ministry of European Investments and Projects (MIPE), as the Management Authority for the Competitiveness Operational Program.

The value of the project was 184,920,864.06 lei including VAT, of which 155,964,263.64 lei represents non-refundable financing from the European Regional Development Fund, through the Competitiveness Operational Program (POC), 28,952,894.61 lei represents non-refundable financing from the national budget and 3,705.81 lei eligible co-financing of the beneficiary.

The general objective was to support digitization at the public administration level, by computerizing the application submission system for the registration and issuance of civil status documents, as well as the implementation of the necessary support for the development and access of electronic services that are based on civil status information for those 4 primary life events: birth, marriage, divorce and death, provided for in Law no. 119/1996 on civil status documents, republished.

The Integrated Information System for the Issuance of Civil Status Acts is made up of 5 interoperable platforms with the aim of providing digital services limited to the registration or, as the case may be, the attestation of life events: birth, marriage, divorce and death.

The SIIEASC infrastructure integrates a platform dedicated to carrying out the activity of all civil status officers in Romania, a platform dedicated to the citizen, the platform of the partner public institutions – through which interoperability with the public administration will be ensured, and a component that contains an electronic archive in which are stored over 68.5 million digitized civil status documents, including information from the last 100 years, more precisely, starting from January 1921.
