The markets, bazaars and the weekly market in Slatina, concessioned in 2009 by the company controlled by Cristian Ghenciu, SC Prima Piaţă 2000 SA, are managed, since 2017, by two members of the Fluture Clan from Drăgăneşti-Olt, after Ghenciu ceded them company shares.

According to olt-alert.ro, SC Prima Piaţă 2000 SA is now owned by Mihai Goman, to whom 51% of the shares were transferred, and by Ana-Maria Florentina Goman, who owns 49% of the total package.

In 2018, the DNA Braşov prosecutors ordered the prosecution of eight defendants in the case of the mayor of Ghimbav, Dorel Toma, among them the mayor, the mayor’s accountant, but also Goman Fluture and Goman Cristinel, from Drăgăneşti-Olt.

The two members of the Fluture Clan from Drăgăneşti Olt were sent to court under house arrest, after being remanded in custody.

DNA prosecutors say that in the period 2009-2015, the mayor of Ghimbav, Dorel Toma, together with Ana Geogean and Fluture Goman, ordered the purchase of lighting poles and street furniture and some services or works (school and land development) from the companies commercial companies controlled by Goman Fluture, Dulcinatu Lucia, Goman Cristinel and Gunea Sergiu, and the respective goods and services were purchased at overvalued values, favoring the respective companies.

The applied procedure was that of direct acquisition, and the mayor Dorel Toma divided the public procurement contracts into several distinct contracts of lower value, without a prior estimate of the value of the public procurement contracts and without including in the value of the contracts for the supply of products the value of operations or installation works.

The respective purchases were paid with the support of the chief accountant of the Ghimbav City Hall, who signed the payment orders under the conditions in which the spending was committed without exercising preventive financial control over the operation projects and without performing the liquidation of the expenses.

Also, the ordering of the expenses was done formally, in the absence of the opinions issued by the specialized departments and without supporting documents certifying the accuracy of the payment amounts, the receipt of the goods or the execution of the works, according to the prosecutors.

In the same context, between September 12, 2008 and May 27, 2010, Ana Gogean received, directly or through her husband, five times, the total sum of 81,700 lei, from Fluture Goman.

“Through these actions, the defendants caused damage to the local budget of the city of Ghimbav of 18,014,392 lei, an amount that also represents an undue benefit for the defendant Goman Fluture,” the prosecutors say.

Between 2010 and 2015, in order to conceal the illicit origin and to gain possession of the total amount of 7,794,175 lei, Fluture Goman induced the other defendants to transfer this amount, under the title of payments for fictitious operations, to the bank accounts of to commercial companies that he manages through intermediaries. Later, the money was withdrawn in cash by the legal or de facto administrators of these commercial companies, being then sent to the defendant Goman Fluture, DNA adds.
