Prime Minister Marcel Ciolacu recently appointed Flavius-Adrian Sirop to the position of vice-president, with the rank of undersecretary of state, of the Office for Industrial Licensing, according to the Official Monitor. Sirop is the secretary of PNL Craiova and has experience as a manager at a saddlery, but also at Craiova’s sanitation company, according to G4Media.ro.
The official CV of the new vice-president of the Office for Industrial Licensing shows that he entered politics as a referent in the cabinet of a PNL senator, after which he became general manager of a software company and a software company, both from Craiova. In 2011, he became general director of Salubritate Craiova, a company of the Doljena town hall. From 2016 he was a PNL local councilor in Craiova, after which he became sub-prefect of Dolj. Later, he became state secretary in the Ministry of Sports.
The Industrial Licensing Office is a key institution in the process of de-bureaucratizing the way in which private companies are authorized and licensed. The establishment of the Office is a milestone in the PNRR. It is about reforming the process of authorizing industrial activities and granting the single license in Romania, defined in milestone 243 of the National Recovery and Resilience Plan.
Excessive bureaucracy is one of the major obstacles for Romanian entrepreneurs, according to World Bank studies. The role of the Office is precisely that of simplifying the bureaucracy, in line with the process started at the level of the entire EU. The office will take over personnel with attributions in the field from the competent authorities in granting licenses, authorizations, agreements, notices, permits or other administrative documents.
