Romanians insured in the health system will benefit from a new right. A few days ago, the health committee in the Senate gave the green light to the project to amend and supplement Law no. 95/2006 regarding health reform.

The bill initiated by Senator Nicoleta Pauliuc stipulates that “pain therapy” be included in the category of rights of Romanians insured in the health system. The legislative project aims to improve the quality of life of patients by controlling or eliminating pain.

The law that brings an important benefit to patients in our country

Romanian patients will benefit from a new right, according to a draft law approved in the Senate. According to the initiators of this legislative project, 70% of Romanians have suffered at least one episode of chronic or acute pain.

More precisely, the project for the amendment and completion of Law no. 95/2006 on health reform defines medical services for “pain therapy” as the set of medical services for diagnosis, treatment and monitoring of patients of all ages, children or adults with acute or chronic pain. Thus, through this normative act, the right to medical services for “pain therapy” is included in the overall rights of the insured within the social health insurance. At the same time, this includes the right to medical services for the cure of the disease, for the prevention of complications and for recovery.

“The project is important because it represents a fundamental change in the approach to medicine in Romania: the emphasis is no longer only on the part of effective treatment for healing or improving the patient’s condition, but also on the elimination or at least the drastic reduction of suffering.

If we remove the pain, through medication and specific medical procedures, we improve the lives of the sick and we can help them get through some really difficult moments in their lives more easily. Medical technology and our knowledge have evolved enough so that, in almost every case, we can do concrete things in the hospital system, to reduce the suffering of those who face almost any type of condition”, said Senator Nicoleta Pauliuc, the initiator of the bill.

What else does the normative act provide?

The new normative act also stipulates that the Ministry of Health, together with the Ministry of Education and the other ministries and institutions with their own health network, should develop the strategy for professional training in pain management, as well as the strategy for educating patients for the prevention and treatment of pain.

“In addition to the introduction of the right to pain-free therapy, the law that I initiated provides that people should be informed about what it means that they can have access to specific treatments in this regard. A patient must know that he can go to any type of consultation or medical intervention and that he will not suffer physically from the procedures to which he is subjected. This can also guarantee a better psychological state. We also need medical personnel who are specially trained for this specialty and who, over time, will develop this important field for the well-being of patients. In the developed states of the West, they have been working in this direction for decades, out of the desire to reduce the suffering of their fellows tried by the disease”, added Senator Pauliuc.
