The Director of the Energy Directorate in the CEO, pre-arrested

The director of the Energy Directorate of the Oltenia Energy Complex, Cătălin-Liviu Stănculescu, was arrested for 30 days, for the crime of influence peddling.

Stănculescu is accused of having received a 13,000 euro bribe from a company administrator. According to the prosecutors, between 25.07.2022 and 23.03.2023, at different time intervals, Stănculescu allegedly received directly, for himself, the total amount of 13,000 euros from the administrator of a company in contractual relations with the CEO (witness), letting it be believed that he would have influence on the CEO Directorate, with powers in approving payments, and that he would cause them to expedite the payment of the invoices issued by the businessman’s company in the shortest possible time from the date of their issuance.

On 06.01.2024, in Bucharest, in a restaurant, the other defendant allegedly promised a person from the management of a state company (witness) 200,000 euros in connection with the awarding to the defendant’s company, under non-competitive conditions, of a contract in value of 1,000,000 euros, having as object demolition and waste management works.

The prosecutors instituted insurance measures on the bank accounts belonging to Stănculescu

On the same occasion, the defendant would have indicated to the witness the way in which he was going to take possession of the contract, namely: rigging the procurement procedure by inserting some preferential requirements in the specifications, which would benefit the defendant’s company with which he intended to include in the procedure the submission by the defendant of other offers with a higher price than that of the company with which he intended to win the procedure. The prosecutors instituted security measures on the bank accounts belonging to Stănculescu to guarantee the special confiscation of the sum of 13,000 euros.

In the case file, investigations are also being carried out against two other natural persons for committing crimes of forgery in documents under private signature. In the file, home searches were carried out in 7 locations in Bucharest and Sibiu, Gorj, Ilfov and Dolj, one of which is the headquarters of a commercial company with majority state capital, the rest representing the homes of individuals.
