The standard retirement age will be reduced by a longer period in the case of mothers from Vrancea, compared to the legal provisions in force. It is about a proposed measure to introduce the pension law that will enter into force from September.

The reduction in the standard retirement age for mothers will be greater according to a draft amendment to the pension law. Currently, the legislation provides that the standard retirement age falls by six months for each child. The proposed measure concerns the working conditions of mothers in Vrancea and beyond.

In addition, the condition that mothers must fulfill in order to benefit from the reduction of the retirement age, linked to the completion of the full contribution period, is also changed.

The draft normative act proposes to increase by six months the intervals for reducing the standard retirement age that mothers benefit from depending on the number of children. Thus, women who have given birth and raised children up to the age of 16 will benefit from the reduction of the standard retirement age starting from one year, and not from the current six months.

For each child born, the reduction period that mothers will benefit from will be as follows: for one child, one year; for two children, one year and six months; for three children two years; for four children two years and six months; for five children three years, for six children and above it will be three years and six months.

Currently, in the case of mothers with one child, the reduction of the standard retirement age is six months, for those with two one-year-old children, in the case of those with four two-year-old children, for those with more than six three-year-old children, and for those with more than seven children aged three years and six months.

In order not to discriminate between women who have given birth and those who have adopted, the law provides that discounts are also applied to children adopted and raised for a period of at least 13 years.

The project also provides for the modification related to the condition of completing a full period of contributory contributions, in order to benefit from these discounts. After the adoption of the new regulations, mothers who have completed the minimum contribution period will benefit from discounts. Thus, mothers who have not completed the full contribution period, but have ticked the minimum, will benefit from the reduction of the standard retirement age.

The minimum contribution period is 15 years, and the full contribution period is 35 years. In the case of women, reaching the maximum length of service will be done by increasing the full length of contribution until 2035.

The initiators of the law justify their approach by showing that it is very difficult for a mother with three or more children to complete the full contributory internship.

The new pension law puts mothers with many children at a disadvantage

Regardless of the form in which it will be applied, the new pension law, adopted by the PSD-PNL coalition, disadvantages mothers with several children. Thus, law no. 127/2019 on the public pension system, which only applies until September, provides much more favorable conditions for mothers with many children.

“Women who have completed the minimum contribution period and who have given birth to 3 children and raised them up to the age of 16 benefit, upon request, from a 6-year reduction in the prescribed retirement age”, the law to be replaced provides

Moreover, it also contained an additional reduction in the retirement age, applicable to mothers starting with the fourth child. Considered “hero mothers”, they could retire a year earlier for each child, starting with the fourth. A mother with four children could apply for retirement seven years earlier, and one with five children would have enjoyed a reduction in the retirement age by eight years.
