The Brasov County Council approved in the meeting on Thursday, April 25, the Regulation for the issuance and use of free passage permits (LT) for the movement of vehicles on the county roads in Brasov county on which tonnage limitations are established, a document for the first time, which will enter in force from 1 January 2025.
Thus, from next year, on 16 county roads – 8 in the Braşov area, 4 in the Făgăraş area and 4 in the Rupea area – free passage rates will be applied for all vehicles whose maximum authorized mass exceeds the tonnage limit applied to a certain sector, temporarily or permanently registered and using the county road network during a given period.

Depending on the tonnage, in 4 categories
There will be weekly, monthly and annual LT permits, on a single road or several, with tariffs to be differentiated according to tonnage, in four categories, respectively 3.5-7.5 tons, 7.5-12 tons, 12 -24 tons and 24-40 tons.
The payment will be made online, and the user will have the opportunity to configure his LT from the application, selecting a road, several or all county roads, as well as the period for which he wants the free pass, and the tariff will be calculated exactly according to of the tonnage of the vehicle, the period and the length of the road, and the release of the document should be done in a few hours.

Maximum fee: 1,500 lei, one year free for a truck with a permitted load of 24 – 40 tons
For example, for all county roads on which this tax is applied, an annual tax of 1,500 lei will be paid for a vehicle with a total mass between 24 and 40 tons.
The regulation provides that for vehicles larger than 40 tons, the free passage permit fees are assessed individually, based on the user’s request and taking into account the authorized maximum mass, the distance traveled and the tonnage limitations imposed on the respective road sectors.

The exceptions
The vehicles of public institutions in the field of national defense, public safety, emergency services, ambulances, as well as vehicles used for local public transport of people through regular services, those intended for school transport, as well as agricultural machinery from the property of natural or legal persons, registered in Braşov county.

Online allocation system
The vice-president of the Braşov County Council, Szenner Zoltan, who initiated the draft decision, stated that, until now, the County Council has instituted tonnage restrictions on certain roads, either because they had a road system with a reduced carrying capacity, or because the intense high-tonnage traffic causes inconvenience to the residents. However, having neither the regulation nor the mechanism for issuing these Free Pass permits for a fee, these LTs are currently given freely, to anyone, on any roads and for any number of cars. “We thought of a system that could work in the form of an application that anyone could access, and the LT permit could be obtained online. I asked for preliminary offers from companies specialized in the field, after which together with my colleagues from the Roads Directorate we made this regulation. Now, that we have the approved regulatory document, we can start the procedures for the acquisition of the realization of this application”, explained CJ Szenner Zoltan vice president.

3. DJ 105 A: lim. Jud. Sibiu – Cincu – Rotbav – Şoarş – Văleni – Lovnic – Jibert – Dacia – Rupea km 29+473–81+600, limit 12 tons;
4. DJ 131 A DN 13 (Rupea Station) – Homorod (DJ 132) km 0+000–2+878, limit 3.5 tons.
