The Pro Infrastructure Association announced that the tender for section 2 of the metropolitan belt of Cluj was canceled again. Contacted by Cluj24, the owners of two companies from the association that submitted bids say they know nothing about the cancellation.

The Pro Infrastructure Association showed, on social networks, that Cluj-Napoca City Hall would have disqualified the offer submitted by the association led by CON A for the works on section 2 of the metropolitan belt.

On April 9, I was asking for an outcome. It came today: the cancellation of the tender after 5 months in which the town hall hatched the only offer submitted by the Sibiu from CON-A and the Bistrites from Dimex in November 2023.

It is incredible how the Cluj administration, led by the mayor Emil Boc, is really struggling to “implement” this project: a feasibility study managed from 2017 that was supposed to be ready in 12 months but took 4 years, at the first tender started in February 2023 no one participated and it was canceled in May, and the second one they needed 5 months to disqualify the only offer, although they could do it in 3-4 weeks.

Dimex 2000 allegedly received notice of cancellation of the auction

According to Cluj24 information, the company Dimex 2000, one of the associations that submitted the bid, received a notice of cancellation of the tender from the City Hall of Cluj-Napoca.

On the SEAP platform, of public tenders, the tender for the design and execution of section 2 of the belt appears as “in progress”, but the specialists of the Pro Infrastructure Association explained that the status change to “cancelled” is taking time.

The owners of the bidding companies know nothing

On the other hand, Mircea Bulboacă, the president of the company CON-A from Sibiu, the leader of the association that submitted the offer, told Cluj24 that he had not received any notice regarding the cancellation of the tender and was surprised by such an approach by the Cluj City Hall.

“I wasn’t informed and I don’t see why it would be cancelled,” said Bulboacă.

The owner of the company Dimex 2000, another bidder from the association, Ioan Scurtu, declared in his turn for Cluj24.ro that he heard talk of canceling the auction, but doesn’t know the details.

“I, personally, have not received any notification regarding the cancellation of the tender from Cluj. I will check with the company on Monday,” said Scurtu.

Also, Cluj24 contacted the management of Cluj-Napoca City Hall for a point of view, but I did not receive any response.

Higher costs for the two belt sections

The Cluj-Napoca City Council recently approved the updating of the technical-economic indicators for the metropolitan area. Thus, the total value of the investment increased to over 8.65 billion lei including VAT.

Section I reached over 6.1 billion lei including VAT, and section II, over 2.5 billion lei including VAT.

“It’s a technical matter. The realization value of the metropolitan belt, section 2, is updated by updating the technical-economic indicators with the level of inflation, so that the tender procedure can be completed”, said mayor Emil Boc at Napoca Live.

We remind you that the tender for sections 2 and 3 was canceled in May 2023, because no builder signed up at the start. Later, the tender was relaunched as a single section. In the auction, only one offer was submitted, that of the CON-A Operations Association, Dimex 2000, Hydrostroy AD, Concelex and Automagistral-Pivden.

The contract for the first section of the metropolitan belt was signed in August 2023 with the Association SC Viarom Construct SRL – SC Electrogrup SA

Duration of execution is 20 months, of which 6 months for design and 14 months for execution.

At the beginning of April, the City Hall of Cluj-Napoca made a request to CNAIR to be able to pay for the expropriations, so that they could start the work on the belt.
