A certain activity becomes illegal in Romania. The law applies to everyone from April 28. However, some town halls try to cheat the provisions of the normative act and have taken actions in this regard. What is it about?

On April 18, the law prohibiting the use of slot machines in localities with less than 15,000 inhabitants was published in the Official Gazette. The law is due to come into effect on April 28.

In an attempt to circumvent the law, town halls in villages and communes began to issue certificates attesting to the “capacity” of the locality.

The commune that tries to trick the Law of “păčanelles”

Gruiu commune, located in Ilfov county, issued such an address for SC Neagu 93 Impex SRL, although it appears in official documents with a population of less than 10,000 inhabitants.

According to the census carried out in 2021, the population of Gruiu commune amounts to 7,586 inhabitants. It is increasing compared to the previous census in 2011, when 7,412 inhabitants had been registered.

Snacks are prohibited from April 28

In Gruiu, the application of the law would imply the prohibition of small shops after April 28, when the law will actually come into force. The mentioned company is based in Gruiu.

The commune, being subordinate to a larger region, Ilfov county, has the possibility to provide the necessary amount to a slot machine operator to maintain its slots and continue its business without constraints. That’s why Gruiu City Hall took care of providing the economic agent with the necessary documentation to continue the activity.

“We hereby certify that Gruiu Commune UAT is part of Ilfov County UAT, which county had 542,686 inhabitants at the last Population and Housing Census of 2021. We issue this to serve SC Neagu 93 Impex SRL for declaration of work point”, it is specified in the address issued on April 22.

With this certificate, the company SC Neagu 93 Impex SRL tries to cheat the law initiated by the social democrat Alfred Simonis.

The law banning bakeries in towns with less than 15,000 inhabitants was voted on April 9

We remind you that on April 9, the Law was voted that forbids the use of grocery stores in localities with less than 15,000 inhabitants. Alfred Simonis said then that the gambling industry, including the gambling industry, suffered its first defeat in the Romanian Parliament.

Thus, gambling will be prohibited in more than 90% of the localities in Romania. Also, grocers will be removed from small towns.

The initiator of the law, Alfred Simonis, said that it is a law that closes all bakeries in towns with less than 15,000 inhabitants. Moreover, the normative act increases the fines substantially. He explained that, in the next period, the other laws that are submitted to the Parliament will also be adopted.

“We also want to see how the industry reacts to the first law, to see how the big lawyers paid a lot of money, with which we have been threatened for the last months, to see how they react to the first law and we will adapt for the second.

Or that we are talking about advertising in this industry, which also needs to be regulated and substantially restricted,” he said.
