The final verdict was given in the case of the 25-year-old from Oradea who, in June 2023, while drunk at the wheel of his company car, injured a 12-year-old boy on a pedestrian crossing in Calea Aradului, who later died at the hospital. Alexandru Buciuman was definitively sentenced to 6 years in prison with execution.
“Deaf Justice”
The court decision was pronounced, on Thursday, at the Oradea Court of Appeal, and according to the solution made public on the court portal, the judges, in fact, upheld the sentence ordered by the Oradea Court on December 12, 2023.
The 25-year-old was sentenced to 6 years in prison for manslaughter, driving a vehicle under the influence of alcohol and leaving the scene of the accident. The decision of the Oradea Court of Appeal is final.
The family of Horia Chiva, the 12-year-old boy fatally injured by Buciuman, did not become a civil party, because in parallel, a separate civil trial started last fall, of claims, at the Bihor Court, as such they did not have the right to speak on throughout the process in the courtroom. However, Horia’s mother believes that the family’s pain should have been reflected during the criminal trial.

Drunk fugitive
As Bihor he also wrote, the tragic road accident occurred in the summer of last year, on June 22, 2023. The victim, Horia Chiva, a 12-year-old boy, was crossing Calea Aradului on the pedestrian crossing, next to the scooter, when he was hit by the car driven by Alexandru Buciuman, which was driving on the second lane from the city center towards the Ioşia neighborhood. The driver fled the scene of the accident, but was later identified and detained by the police.
Horia Chiva spent a month hospitalized in serious condition at the Oradea County Hospital, where he died on July 19.
The investigations of the traffic police showed that the driver involved, Alexandru Buciuman, was under the influence of alcohol at the time of the accident. He had a breath alcohol level of 0.78 per thousand and a pure blood alcohol concentration of 2.03 mg/l. He was also driving at a speed between 74-84 km/h, thus exceeding the legal limit.
After he was caught and taken to the County Forensic Medicine Service, he showed an aggressive attitude towards the medical personnel who took his biological samples.
With protests
Buciuman was a “loyal customer” of the police. Starting from January 26, 2023 and until the time of the accident, he had been fined 6 times by traffic agents, including for speeding. Moreover, in the spring, on April 26, he was sued for fraudulent financial operations, after he had used another person’s bank card to fund his account on an online betting platform.
After the accident in June 2023, Buciuman was remanded in custody, and the arrest warrant was repeatedly extended. In September, he was sent to court for manslaughter, driving under the influence of alcohol and leaving the scene of an accident.
During the trial, the Oradea Court decided to place him under house arrest, but this decision caused a wave of indignation among the family and relatives of the deceased child, who protested in front of the local judicial institutions, prompting the prosecutors to challenge the decision. The Bihor Court then decided to keep Buciuman in detention.
In addition, as a result of the efforts made by the child’s family, at the pedestrian crossing on Calea Aradului, near the Oradea Municipality Police headquarters, where the road accident took place, the local authorities decided that a traffic light will be installed soon.
