The prosecutors decided, on Thursday, to send to court the mayor of District 1, Clotilde Armand, whom they accuse of “using the position to favor some people”. Armand designated himself as the manager of a project and signed four provisions by which he appropriated 18,720 lei.

UPDATE: “A few hours ago I announced my candidacy for a new mandate at the District 1 City Hall and submitted my candidacy to the Electoral Office. I told Ciolacu that the United Right Alliance was going to send him back to his pretzel. 2 hours later, I found out on TV that I was sent to court because I implemented an anti-corruption program in the local administration”, Clotilde Armand wrote on Facebook.

The mayor of Sector 1 states that it is “an embarrassing case, opened at the complaint of Dan Tudorache, with ridiculous accusations, in which they invented a damage of 3,000 euros”.

“A file in which Marcel Ciolacu changed 4 prosecutors until he found one from the province that he advanced to investigate me, not to mention the current prime minister attacks the independence of the judiciary at every public appearance, and Alina Gorghiu became the PSD tool in the demolition of the judiciary . I couldn’t wait for the entire file to reach the court to dismantle this whole thing”, wrote the mayor of Sector 1.

INITIAL STRIPE: The prosecutor’s office attached to the District 1 Court announces, on Thursday, the prosecution of the mayor of District 1, Clotilde Armand, for committing the crime of “using the position to favor certain persons”.

“From the evidentiary material administered in the case, it emerged that, during the period May 2022 – August 2022, as Mayor of Sector 1 of the Municipality of Bucharest, being in the exercise of his duties, as a result of the issuance of Disposition no. 715/18.02.2022 by which he was appointed manager of the project “Improving local administrative capacity regarding the development, implementation and promotion of anti-corruption measures”, MySMIS project code 152134, SIPOCA code 1151, based on a single criminal resolution, the defendant Armand Clotilde – Marie – Brigitte issued four dispositions that produced material benefits for himself, benefiting from increases in monthly allowances in the total amount of 18,720 lei (gross income)”, it is stated in the press release sent, on Thursday, by the prosecutors of the Prosecutor’s Office attached to the 1st District Court .

Armand is accused of having, on May 6, 2022, issued Order no. 1708/06.05.2022 by which, for the time worked in April 2022 within the project management team, he increased his monthly allowance by the amount of 3,744 lei, of which he collected the amount of 2,191 lei in his personal account, the difference of 1,533 lei representing taxes and contributions, being retained and transferred by the employer to the state budget.

Also, according to the prosecutors, on June 7, 2022, issued Decision no. 2156 by which, for the time worked in May 2022, he increased his monthly allowance for May 2022 by the amount of 5,616 lei, of which he collected the amount of 3,285 lei in his personal account, the difference of 2,331 lei representing taxes and contributions, being retained and transferred by the employer to the state budget.

Also, the investigation showed that, on July 5, 2022, he issued Order no. 2517 by which he increased his monthly allowance for June 2022 by the amount of 3,744 lei, of which he collected the amount of 2,191 lei in his personal account, the difference of 1,533 lei representing taxes and contributions, being withheld and transferred by the employer to the state budget , and on August 1, 2022 issued the Provision no. 2853/01.08.2022 by which he increased his monthly allowance for July 2022 by the amount of 5,616 lei. From this amount, he collected the sum of 3,285 lei in his personal account, the difference of 2,331 lei representing taxes and contributions, being withheld and transferred by the employer to the state budget.

The Mayor of District 1, Clotilde Armand, submitted her candidacy for a new mandate at the District 1 City Hall on Thursday from the Dreapta Unită alliance.

“We will write history again in Sector 1 and in Romania, just as we did in 2016 and 2020. We have profoundly changed the way public money is managed. We will have the majority in the City Council”, said the mayor, when submitting his candidacy.
