On Thursday, April 25, 2024, at the electoral campaign headquarters in Focșani of PNL Vrancea, a press conference was held with the theme: “Liberal administration facts . Major investments in Vrancea county”. The press conference was supported by Dragoș Ciobotaru, president of PNL Vrancea and candidate for the position of president of Vrancea CJ, Ionel Cel-Mare, Vice-President of Vrancea CJ and Valentin Resmeriță, PNL candidate for Focșani City Hall.

Through the ongoing projects and investments scheduled for the coming years, the Vrancea County Council (CJ) wants to contribute to the development of the county in several strategic areas: road infrastructure, health, education, economic, social and cultural. In the educational field, the aim is to facilitate the access of students from rural areas to education, as well as the development of an integrated high school and university professional campus, for the training of specialists. In the health field, the county administration will build a new County Emergency Hospital in Focsani and rehabilitate the Dental Clinic in Focsani. On a social level, investments will be made in the rehabilitation of the DGASPC Center and the development of the community center for children with disabilities in Petresti (Vanatori commune) and the C5, C6, C7 and C10 Buildings within the School Center for Inclusive Education “Elena Doamna”. Major projects are also underway in the field of transport infrastructure, as well as water supply and sewerage, as well as industrial and sports.

This year, in the educational field, CJ Vrancea is implementing projects with a total value of over 150 million lei (including VAT), which benefit from financing through the National Recovery and Resilience Plan (PNRR). The largest of these aims at the construction of an integrated high school and university professional Campus in Focsani. “It is a project of great importance, which aims to revive the technical education in the county and to train specialists, which the labor market in the county greatly needs. The project was selected for financing, being in the contracting phase. The estimated value of the investment is 91.3 million lei (without VAT)”, stated Ionel Cel-Mare, vice-president of Vrancea CJ.

At the beginning of this year, the county administration auctioned the design services and construction works for the realization of the school and university campus that is to be built. It will have an area of ​​over two hectares and will include four building bodies: a main body (with lecture halls, amphitheater, library with reading room, workshops and laboratories), a student dormitory, a canteen and a gym , will have alternative energy solutions (photovoltaic panels and electric car charging stations) and its own parking lot.

At the level of Vrancea county, the consortium for dual education was established, whose leader is CJ Vrancea. The consortium has joined two prestigious universities, which have branches in Focsani, respectively “Al. I. Cuza” University from Iasi and Bucharest University, but also three technical colleges from Focsani and a high school from Vidra, together with the County School Inspectorate and three local companies, representative in the economic field. The integrated professional campus will be managed by the dual education Consortium, with the support of the Ministry of Education and local authorities. It is a partnership structure created in such a way as to ensure the operation of the campus in the long term.

Also in the educational field, CJ Vrancea implements two other projects, respectively: “Green for education – electric minibuses for students”, with a value of 35.9 million lei (including VAT), as well as “Equipping special schools subordinated to CJ Vrancea, of the psychopedagogical assistance offices within the CJRAE and the Children’s Palace, with furniture, didactic materials and digital equipment”, with a value of 5.74 million lei (including VAT). These two projects have completion dates set in December 2024.

In the sports field, CJ Vrancea plans to consolidate, rehabilitate, expand, modernize and equip the Youth Stadium in Focsani. The project has a feasibility study developed and is included for financing in the synthesis list of the National Investment Company, within the “Sports Complexes” subprogram.

New county emergency hospital and rehabilitation of existing buildings

In the health field, a major project carried out by CJ Vrancea is the construction of the new county hospital in Focsani. The administration is at an advanced stage with the pre-construction documentation and, at this moment, they are working on the design of the new hospital unit.

“The project involves the construction of a new state-of-the-art county hospital for the entire Vrancea county, which is also designed to take over a significant number of patients from the other hospitals in the county. The new hospital in Focsani will have a major impact on saving lives and improving the condition of population health, the main objective of the project being the achievement of the highest standards for increasing the quality of the medical service and for the comfort of hospitalized patients”, said Ionel Cel-Mare. The county administration intends to submit the project to obtain European funding through the Operational Program for Health.

Also in the health field, CJ Vrancea will carry out the project aimed at the rehabilitation, modernization and equipment of the “Dental Clinic” in Focsani, this being submitted to the National Investment Company, in order to obtain financing.

In terms of social projects, CJ Vrancea is completing, during this period, the energy rehabilitation project and related works DGASPC Center in Petresti (Vinatori commune), including the setting up of the Community Center for disabled children. The total value of all investments is over 32 million lei, the financing being partially provided from non-reimbursable European funds through the 2014-2020 ROP, as well as from the local budget of the county and from the state budget.

Another social project aims at energy rehabilitation and the execution of related works at Buildings C5, C6, C7 and C10 of the School Center for Inclusive Education “Elena Doamna”, from Focsani. Two projects contracted separately, through the 2014-2020 ROP, with a total value of around 8.3 million lei are targeted here.

Rehabilitation and modernization of county roads and bridges

Through the National Investment Program “Anghel Saligny”, CJ Vrancea submitted for financing four major investments in road infrastructure, with a total value of 140 million lei (28 million euros). These aim at the modernization of DJ 205 H between the localities of Domnesti Targ – Domnesti Sat – Pufesti – Ciorani – Calimanesti – Padureni – E85 (DN2), with a value of 69.7 million lei; the modernization of DJ 204 D on a length of 9.55 km of road on the Suraia – Vulturu sectors, worth 32.3 million lei; the modernization of DJ 204G on the Radulesti – Biliesti, Suraia -Botarlau sectors and in the Botarlau village, worth 32.26 million lei; the modernization of DJ 205 E between the border towns of Galati – Ciuslea – Rachitosu – E85 (DN2), worth 5.75 million lei.

In the case of the DJ 204 D and DJ 204 G modernization projects, the financing contracts were signed and the investments are underway.

Development of the water and sewage infrastructure in Vrancea county

Within the regional project “Development of water infrastructure and wastewater from Vrancea County – Stage III, in the period 2021-2028”, CJ Vrancea is preparing the financing application and the award documents. “One of the large-scale projects at the county level is the expansion and development of the water and sewerage network in Vrancea. During this period, the services for carrying out the Feasibility Study for the new water supply and sewerage project, financed under the Sustainable Development Operational Program, are being carried out (PODD), in the framework of the project “Support for the preparation of the financing application and the award documents for the regional project for the development of the water and wastewater infrastructure in Vrancea county – stage III, in the period 2021-2027 New project”. major will take place in 55 localities in Vrancea county, where there is currently no utility infrastructure, so that, in the coming years, the entire population of Vrancea county will benefit from water and sewage in civilized conditions”, stated the vice-president of the CJ Vrancea .

Another project in the administration’s objectives aims at the development of the leisure area and the improvement of the access infrastructure in the Soveja Resort. The documentation is being prepared for submission for financing with non-reimbursable European funds within the PODD.

Industrial park designed on almost 50 hectares

The Vrancea Industrial Park is a large and complex project to be built on a 47.4 hectare plot of land located within the radius of the Garoafa commune, with an exit at DN 2 E85. CJ Vrancea obtained the title of Industrial Park from the Ministry of Development, Public Works and Administration.

Inside the Industrial Park, the following functional areas are proposed, for logistics, large industry, medium industry, light industry, industrial workshops, institutions and services, trade, administrative, technical-building and housing. “Attracting investors and developing a competitive business environment is a very important component for the development of this beautiful county. The creation of an industrial park is one of the main ways to develop the economy of the county, by attracting and stimulating private investments, which will contribute to the creation of new places of work and infrastructure development”, said Ionel Cel-Mare.

Projects successfully completed by CJ Vrancea in 2023

In 2023, CJ Vrancea completed 8 major projects, with a cumulative value of almost 180 million lei, which benefited from financing through PNDL and POR 2014-2020, respectively:

• Modernization of DJ 205 E Vidra – Vizantea Livezi – Campuri, worth 20 million euros;

• Consolidation, restoration and enhancement of the Vrancea Museum – County Court Building, project worth 34.81 million lei;

• Consolidation and restoration of the History and Archeology Section of the Vrancea Museum – Casa Alaci, worth 5.4 million lei;

• Consolidation and restoration of the Department of Natural Sciences and Aquarium – Tatovici House, worth 11.6 million lei;

• Energy rehabilitation and related works General Directorate of Social Assistance and Child Protection, Bd. Garii no. 13, Focsani Municipality, worth 3.26 million lei;

• Energy rehabilitation and related works Day center for the recovery and rehabilitation of children with disabilities Building C1, C2, C3, C4, Str. Cuza Voda, no. 52, Focsani Municipality, worth 8.55 million lei;

• Energy rehabilitation and related works “St. Pantelimon” Focsani County Emergency Hospital, Pneumophthisiology Department, worth 8.55 million lei;

• Modernization and equipment of the Pediatric Outpatient Department within the “St. Pantelimon” Focsani County Emergency Hospital, worth 3.43 million lei.
