A Sibiian, husband and father of three children, has been waiting for four years to receive a home in an ANL block in the municipality of Sibiu. In the end, he received a studio apartment, but he is forced to refuse this space, because it is far too small for a family of five. The man also addressed the local councilors, in front of whom he asked when the new ANL blocks on Viitorului street will be received, where it is expected that there will be some apartments, not just studios.

The Sibian submitted his file to receive an ANL home four years ago. In the end, he got a studio apartment. However, the space is too small for his family. “Me with my wife and three children, I don’t know whether to accept a studio apartment or refuse and stay outside,” he said in front of local councilors.

Studio for a family with 3 children

ANL studios are no more than 50 square meters, so the space is far too small for a family of five. In the situation of being assigned to a studio apartment, with his wife and three children, there is also a young man from Sibiu, who presented his case to the local councilors, also asking for clarifications regarding the reception of the new ANL blocks on Viitorului street from town.

“I would like to briefly relate my experience with ANL youth housing. In January 2021, a local councilor said: <> drawing attention to the fact that studios from the ANL fund are allocated to families with four or five members. Three years after her statement, I find myself in exactly this situation. After an ANL file opened four years ago, I was recently offered a studio apartment. After asking several questions to the mayor’s office, I noticed a lack of transparency and an untrustworthy way of working with regard to housing distribution. For example, I clearly asked if there were other apartments available to be put into use, and I was told in a wooden language exactly what I already knew: <>. My wife and three children and I don’t know whether to accept a studio apartment or refuse and stay outside. This is in the context where there are two new blocks on Viitorului street and I found out that there are 44 homes, 16 of which are apartments. No one knows or wanted to tell me clearly what is the matter with those apartments. I understood that they were completed last year but that they are not taken over by the municipality from ANL. So, since the committee at the town hall level for analyzing housing requests could not give an answer, I want to ask you, Madam Mayor. What is the plan for the two housing blocks on Viitorului street and when will they be distributed?”, said the Sibiian.

The new ANL blocks on Viitorului street would be received on May 20. However, the local administration cannot say when the homes will be distributed, since they have not yet been handed over to the City Hall. “I can’t tell you exactly about the distribution and when it could actually take place. The ANL management only informed us by phone that the final reception will take place on May 20, we have no written confirmation, the reception was not called. We have sent a new address to the ANL management to answer us clearly, to tell us a date when the reception is held. After the reception, they are handed over to the Sibiu City Hall. So only after we have them, we are the ones who will distribute these homes. And there are not many three-room apartments there. Unfortunately, most of them are studios. This is the situation. Already since the fall of last year, this reception has been postponed. It’s not up to us to do the reception. I can’t answer you more. A new address was sent to confirm in writing on the 20th. I have no written confirmation. After the reception, there are still some procedures to be done”, explained Astrid Fodor.

Fodor also explained that, when these new homes will be given for distribution, there will be another call for the submission of files. “You will have to file again. In a way it seems normal that you already have seniority, I don’t think someone with more seniority appears, but maybe someone else appears who has a higher score on other criteria,” said Fodor. If the man will not accept the studio apartment that has been assigned to him now, he will risk not getting an apartment on Viitorului street. “Your situation with three children, it is your decision whether you accept or not. Nobody can promise that you will get one of the 16 apartments on the scoreboard at that time”, said Claudia Trîmbitaș, economic director of the town hall.
