Adrian Axinia (AUR): Marcel “Money hungry” Ciolacu’s government is holding Romanians hostage. The law of Public Finances and that of Fiscal-Budgetary Responsibility is violated

The Deputy of the Alliance for the Union of Romanians (AUR) Adrian Axinia criticizes in harsh terms the emergency ordinance issued by the PSD-PNL Government led by Marcel Ciolacu, by which derogations are made from Law 500/2002 on public finances and Law 69/2010 on Fiscal Responsibility – budget that allows the discretionary allocation of resources of public institutions through the Government’s Reserve Fund.

Deputy Axinia believes that we are dealing, at the limit, with a form of embezzlement of the budgets of some public institutions so that Prime Minister Ciolacu can use the funds thus obtained arbitrarily, according to the press release of the AUR.

“It is clear that there is a great hunger for money because the Ciolacu Government promoted a fake Budget for the year 2024: it massively overestimated the receipts and underestimated the expenses. Considering the huge deficit of 3.3% of GDP after the first four months of 2024 (the equivalent of 57.4 billion lei – almost 12 billion euros), it is clear that we are dealing with a masked rectification through which Ciolacu embezzles the budget of various public institutions to pay pensions and salaries. It is an obvious case of undermining the national economy if we think that it has reached the point where the European money from the National Recovery and Resilience Program (PNRR) is used for current expenses. This incompetent Government led by the covigar from Buzău is not only in debt to us for decades to come, but also violates the legal provisions in force regarding public finances and fiscal-budgetary responsibility. It is not only an undemocratic act, but a colossal irresponsibility and it is shocking that the institutions do not react. It would have been expected that the BNR, the Fiscal Council or the European Commission would at least draw attention to these illegal juggling with public money”, said Adrian Axinia, according to the quoted source.

The Alliance for the Union of Romanians believes that Romania’s budgetary and economic situation is even worse than that of the previous financial crisis (2008-2010) and that, if the Ciolacu Government is not stopped, the year 2025 will bring an economic apocalypse, and Romanians will pay for this year’s defamation of PSD and PNL. According to deputy Axinia, the Government’s commitments regarding the recalculation of pensions starting in September will only be able to be met through colossal loans.

“The budget execution shows that there is no money for the recalculation of pensions and we may end up in a situation where, from autumn, there will be no money for salaries or medicines. The far exceeding of the public debt threshold (52.4% of GDP) should have attracted, according to the law, a budget recovery plan, which, however, the PSD-PNL Government led by the incompetent Ciolacu refuses to present for reasons of image. The only option in which pension money would be found would be assuming a budget deficit greater than 10% for this year. But that would mean a veritable fiscal-budgetary apocalypse in 2025. It seems that Marcel Ciolacu is trying to hold the Romanians hostage to see if they get caught. If this Government is not stopped, Romania will go bankrupt”, said Axinia.

The executive adopted, on Thursday, an emergency ordinance that provides for a series of measures necessary for the completion, in good conditions, of the financing of some projects supported by non-reimbursable external funds and credit orderers.
