Respectively for:

Basic Income Support for Sustainability (BISS), Complementary Redistributive Income Support for Sustainability (CRISS), Measure 10 – Agro-environment and climate, Measure 11 – Ecological agriculture, DR-01 – Agro-environment and climate on grasslands permanent, DR-02 – Agro-environment and climate on arable land, DR-04 – Ecological agriculture – conversion, DR-05 – Ecological agriculture – maintenance of certification, DR-09 – Areas affected by natural constraints – Mountain Zone (ANC_ZM), DR – 10 – areas affected by significant natural constraints and DR-11 – Areas affected by specific natural constraints.

Thus, according to the conventions, at the written request of the farmer, APIA issues a certificate confirming that he has submitted the Payment Application for the year 2024, requesting funding for the measures and interventions indicated above.

The certificate confirms, on the date of its issuance, the area determined to be paid for the interventions and measures that are the subject of the agreement concluded with the banking and non-banking institutions, that the administrative control was carried out or the data was taken from the existing information in the application closed in the IPA online application and registered in IACS, as the case may be, on the beneficiary’s payment request regarding the eligibility for the interventions and measures implemented by the APIA provided for in the Convention.

At the same time, the certificate issued certifies that the beneficiary is not subject to exclusions from payment and that he meets the general conditions for granting the due amounts, in accordance with the legislation in force.

The amount of the loan can be up to 90% of the amount calculated according to the certificate issued by APIA.

The Rural Credit Guarantee Fund IFN – SA (FGCR) and the National Credit Guarantee Fund for Small and Medium Enterprises IFN – SA (FNGCIMM) guarantee loans granted by banks to farmers.

We remind farmers that according to the Order of the Minister of Agriculture and Rural Development no. 50/2017 amending the Order of the Minister of Agriculture and Rural Development no. 703/2013 for the approval of the conditions under which the agreements will be concluded between financial-banking and non-banking institutions and APIA, with a view to their financing the current activities of the beneficiaries of the payments carried out by our institution based on the certificates issued, the interest related to the granting of loans will be RON-ROBOR 6M + maximum 2%.

Regarding the commissions charged by financing institutions, APIA draws the attention of farmers who wish to access credits for financing working capital in order to carry out current activities, to carefully analyze the financing solutions proposed by financial-banking and non-banking institutions in terms of cost them, so that they can choose the financing methods that best meet their needs.

To facilitate communication, protect the environment and reduce the administrative burden, farmers can request the issuance of certificates by submitting a request by electronic means to the APIA Centers.

All agreements concluded between APIA, banking and non-banking institutions and FGCR/ FNGCIMM will be posted on the institution’s website, at the address: www.apia.org.ro, in the section Conventions, Agreements, Protocols.
