Civil status documents will also be issued digitally, on request, from May 8 for certain Romanians. Everything is part of the “Integrated IT System for Issuing Civil Status Acts – SIIEASC”. Who are the Romanians who will be able to receive the documents in digital format?

Civil status documents, issued digitally from May 8

The Ministry of Internal Affairs (MAI) announced that Romanians from several municipalities can obtain several important documents in digital format. Specifically, we are talking about documents such as birth and death certificates.

The Romanians who will be able to receive them on request are those who live in the municipalities:

  • Cluj-Napoca
  • Constant
  • Slobozia
  • IASI
  • Deva
  • Sibiu
  • Timisoara
  • and Ilfov county

Citizens from the above areas will be able to request digital documents from Wednesday, May 8.

With this change, the process of recording vital events such as birth and death will move to a digital format. The process will be handled by the registrar.

Everything is part of the “Integrated Information System for the Issuance of Civil Status Acts – SIIEASC”, announces the MAI. This system is an initiative at the level of all administrative-territorial units of Ilfov county, through the digital registration of deaths and births.

The extension of the program will take place from May 10

On May 10, 2024, a new expansion phase of SIIEASC is planned, which will involve the inclusion of some administrative-territorial units from the counties:

  • Cluj
  • Constant
  • Hunedoara
  • IALOMIŢA
  • IASI
  • Sibiu
  • and Timiş

The nationwide implementation of the IT System will be carried out in several stages and is expected to be completed by September 24, 2024.

SIIEASC was co-financed by the European Union

The Ministry of Internal Affairs and its partners, including the Authority for Digitization of Romania and the Ministry of Development, implemented the SIIEASC project, funded by the EU, to modernize the process of issuing civil status documents.

MIPE, as the Management Authority for the Competitiveness Operational Program, was an essential partner in the implementation of the project.

The project had a total value of 184,920,864.06 lei with VAT included, of which 155,964,263.64 lei came as non-refundable funding from the European Regional Development Fund, through the Competitiveness Operational Program (POC).

Also, 28,952,894.61 lei came as non-refundable funding from the national budget, and 3,705.81 lei represented the beneficiary’s eligible co-financing.

The general goal of the project was to facilitate the digitization process in the public administration, by modernizing the application submission system and issuing civil status documents. Also, the project aimed to provide the necessary support for the development and access of electronic services based on civil status information for the four main life events: birth, marriage, divorce and death, according to Law no. 119/1996 on civil status documents, republished.

The Integrated Information System for the Issuance of Civil Status Acts consists of five interoperable platforms, with the aim of providing digital services related to the registration or, as the case may be, the attestation of life events, such as birth, marriage, divorce and death.

“The SIIEASC infrastructure integrates a platform dedicated to carrying out the activity of all civil status officers in Romania, a platform dedicated to the citizen, the platform of partner public institutions – through which interoperability with the public administration will be ensured, and a component in which an electronic archive can be found in which are stored over 68.5 million digitized civil status documents, including information from the last 100 years, more precisely, starting from January 1921”, says the MAI.
