The head of Ukraine’s military intelligence, Kirilo Budanov, says Russia knew since February that the terrorist attack in Moscow was going to happen, but refused to act either because of “rivalries and power struggles” or because it could not estimate the scale attack, reports Ukrainska Pravda.

“The Russian Federation had information about the preparation of the attack as early as February 15, 2024. I will tell you even more, the information came from the intelligence departments of Syria. From there he went to Moscow. Don’t let them tell you stories that it materialized out of nowhere.

Why they allowed the attack to happen – there are several options. The first, as is the custom, a power struggle between the “towers” to purge more officials.

Another possibility is that they simply underestimated the scale of the attack. They thought it would be something more localized and wanted to blame Ukraine for everything,” said Kirilo Budanov.

According to the head of Ukrainian military intelligence, Russia knew where the combat groups would come from and which countries they would pass through to reach Russian territory.

The Ukrainian general also recalled that the Kremlin changed its version of what happened at the Crocus concert hall in Moscow at least three times, in an attempt to find a so-called “Ukrainian trace” in the terrorist attack.

“Explanations began to appear from Patrushev and Bortnikov, who accused me personally and Ukraine. Some nonsense. By the way, let’s discuss this painful issue – even if it’s about enemies, I don’t agree with terrorist acts against civilians,” added Budanov.
