Sorin Moise (43 years old) was appointed in January 2022 as Secretary of State at the Ministry of Agriculture and Rural Development. Son of the former PSD mayor from Tufești Brailea commune, Moise began his ascent towards the center ten years earlier, in his native county. In 2012, he was empowered to head the Brăila County Office for Financing Rural Investments. At that time, he was involved in Sorifan SRL, an agricultural company founded in 2004 together with his wife, Andreea Gabriela Moise.
After obtaining the management position at the county center of the Rural Investments Financing Agency, Sorin Moise retired from the position of administrator of the previously mentioned company, and in 2017 he left the company altogether. He left practically all management of the business on the shoulders of his wife, who since then divides herself between her job at the state company Transgaz and working in agriculture.
After 2020, Sorifan SRL began, progressively, to look better and better from a financial point of view. The administrator signs that year to access a loan through the IMM Invest program, guaranteed by the National Credit Guarantee Fund for Small and Medium Enterprises.

After years of losses, profit appears
Then, in 2022, through the IMM Invest Plus program, the Rural Invest component, the company receives a loan of 188,000 lei from CEC Bank and guaranteed by the National Credit Guarantee Fund for Small and Medium Enterprises – IFN.
A possible indicator of the company’s prosperity is the fact that Sorifan’s manager bought a BMW X5 on lease in July 2023. In addition, at the beginning of 2024, CEC Bank granted the company managed by Sorin Moise’s wife a loan of 500,000 lei, with the Rural Credit Guarantee Fund (FGCR) being the co-creditor.
The loan was granted under the conditions that Sorin Moise is a member of the board of directors of FGCR, as a representative of the Ministry of Agriculture. CEC Bank owns the majority of the fund, with the ministry holding a 0.007% stake.

Public information about Sorifan shows that, in the last three years, the company has declared revenues of almost half a million lei, and the previously declared losses are history. Among other things, according to the declaration of wealth for the last year, Sorin Moise benefited from rental income in the amount of 60,000 lei, and the owner of the company, Andreea Gabriela Moise, from dividends of over 260 thousand lei.
According to his own declaration of interests, Sorin Moise is also a member of the board of directors of the State Domains Agency (which also belongs to the Ministry of Agriculture) and of the Grand National Lodge of Romania, that is, he is a Mason.
Business with the “smart guys”
At the beginning of 2023, Sorin Moise also launched into the “smart guys” energy business. Thus, in a single day, he registered two companies: Energy Sunland SRL and Twoforsun Energy SRL. In both, Moise owns 70%, the rest of the shares being registered in the name of a certain Bogdan Stan, who manages the two companies.

None of these companies can be found in the declarations of assets or interests of the Agriculture official.
Bogdan Stan is also an administrator at two companies that have major interests in agriculture: the oil producer Argus SA from Constanța and the grain trader Comcereal SA from Tulcea (owned by Argus SA), but also at Mercur SA from Craiova (in which the majority shareholder is SIF Oltenia).
The ones from ANI
Bogdan Stan, the associate of Secretary of State Moise, is none other than the former president of the National Integrity Agency. Stan has worked at ANI, in various positions, since 2007. In 2019, at the end of the president’s mandate, the position was taken over by vice-president Florin Ionel Moise, Sorin Moise’s brother. And in 2021, being the only candidate, Florin Moise was elected president of ANI.
The main attribution of the institution he leads is to check whether dignitaries and state officials are incompatible in the exercise of their duties. More precisely, it exercises an administrative control and is specialized in the verification of assets acquired during the exercise of a public office, conflicts of interest and incompatibilities.
Florin Ionel Moise, the brother of the one from Agriculture, also has old positions in ANI, where he started working in 2008 as an advisor. His wife, Mirabela Moise, also worked at ANI, where she held the position of adviser until her husband was appointed president. Then, Mirabela Moise became a counselor at ANAF and the last time at ASF.
We tried to contact Florin Ionel Moise, the president of ANI, to ask him for a point of view related to the incompatibilities and gaps in his brother’s declarations of wealth and interests, but he did not answer us either by phone or messages.
