Bihor ranks third nationally in terms of the number of grants awarded. The amount paid to Bihor employers for subsidies exceeds 30 million lei.

Subsidizing jobs for employers who employ different categories of people is one of the main activities of AJOFM Bihor.

“Although in the last 11 years, since I have been in charge of the agency, we have made efforts to get rid of the name of «unemployment», many still use this name. Although the active measures are very many and very diversified and much more important as amounts, than what we do as unemployment aid”, observed Békési Csaba, executive director of AJOFM Bihor.

Active measures benefit employers who hire young people aged between 16 and 29, generically known as NEETs, those young people who are neither on the labor market nor in any form of education, graduates who have completed studies at any level in the system Romanian education, people over 45 years old, sole breadwinners, respectively disabled people and, last but not least, people who have no more than 5 years left until the legal retirement age.

“Employers who offer a job with an individual employment contract for an indefinite period to those people who are part of the mentioned categories, registered in our records in search of a job, have the possibility, within the limit of the approved budget, to request and receive a subsidy of 2,250 lei per month for 12 months, provided the employment relationship is maintained 18 months from the date of employment”, stated the executive director of AJOFM Bihor.

This program of active measures is very popular with Bihor employers. According to Békési Csaba, Bihor county is among the top three counties at national level in terms of the number of conventions created. And this if it competes with Bucharest, with Prahova and Iași, counties that are much larger in number of employers compared to Bihor county.

Employers have submitted a lot of requests in this regard during 2023, and will certainly continue in 2024.

“The year 2023, unfortunately, was a very difficult year from a financial point of view, in the sense that we did not have at the national agency level the financial resources available to subsidize these applications, that is, to approve these applications. The 2024 budget, on the other hand, brought sufficient financial resources in this regard and made it so that starting from January 9 we will start subsidizing every request that met the conditions, until we reach this date to be able to finance everything submitted in 2023 .Moreover, let’s start financing the year 2024 already. That has been a very big challenge for us, in the sense that we have managed to subsidize up to this date, as we speak, almost 1,200 CNPs, that is 1,200 jobs. 1,200 employed people from which the employers receive 2,250 lei per month. This means more than 30 million lei coming to companies from Bihor county, to employers from Bihor county, supporting them in the hiring process and in the process of securing the financial resources necessary for salary payments”, Békési Csaba pointed out.

Of these almost 1,200 CNPs, 1,100 were for people over 45 years of age, namely young NEETs, and almost 100 CNPs were for graduates who are covered by this legal regulation.

“We are proud of this figure. It’s quite painstaking work. Think that 1,200 applications, 1,200 CNPs, persons, employment contracts, IDs, supporting documents were analyzed by my colleagues so that we could get on the normal track of the monthly payment of subsidies to employers. Of course, at a minimum salary of 3,300 lei, where approximately 1,380 lei means contributions to the public budget, 2,250 means quite significant help. This means that not only the contributory obligations of the salary are covered, but also a part of the salary of the employees”, concluded the executive director of AJOFM Bihor.
