From Friday, May 10, the citizens of Sibiu can submit projects within the participatory budgeting program. Six categories were identified by the City Hall for those who have an idea, the implementation of which must fit within the budget of 150,000 euros.

According to the local administration, the project submission period is May 10 – June 10, 2024, and they are submitted online, on the Sibiu City Hall website, on the Participatory Budgeting page.

“For one month, we are waiting for the citizens of Sibiu to submit projects for the area where they live or for the benefit of the entire city, and afterwards the citizens will be the ones who, by voting, will decide which projects are the most important for Sibiu. The town hall was always receptive to the constructive proposals that the citizens of Sibiu made even outside the participatory budgeting program, through the various communication channels, because I wanted and I want the citizens to be an active part in the administration of the city. I expect as many of them as possible to participate in this session of the participatory budgeting program, showing their involvement”, Mayor Astrid Fodor said.

In order to submit a project, an applicant must first create a secure account, validated by ID, which must be uploaded to the form. After filling in the information, the account will be verified and validated. Afterwards, it is possible to submit the project, using an online form in which photos can also be uploaded.

The fields in which projects can be submitted are the following:

1. Sibiu ACCESSIBLE City – Mobility and urban infrastructure (alleys, sidewalks, pedestrian areas; accessibility and traffic safety; improving access roads, streamlining traffic, creating infrastructure for road safety, increasing the degree of accessibility for people with disabilities, proposals for car-restricted areas, bike lanes, video surveillance systems, etc.)

2. Sibiu GREEN City – Green spaces (establishment, arrangement, endowment, planting trees, shrubs, etc.);

3. Sibiu RECREATIONAL City – Public spaces and playgrounds (street furniture, public lighting, squares, etc. – layout, facilities, etc.);

4. Sibiu INTELLIGENT City – Digitization/Smart City;

5. Sibiu EDUCATED City – The field of education;

6. Sibiu City in MOTION – Sports field.

The main criteria a project must meet to be eligible:

· To contribute to the fulfillment of an objective of general interest for Sibiu (investments, repairs, urban development, urban furniture, etc.);

· To be in the area of ​​competence of the Sibiu City Hall and to target a property or public space managed by the Municipality;

· Not to fall within the scope of other City Hall programs (eg: funding for NGOs or other entities, funding of public gatherings such as festivals, events, fairs, etc.) or within the competence of specialized commissions within the local public administration (eg: Commission traffic);

· Not to be contrary or incompatible with ongoing projects or integrated into the municipality’s future strategies;

· Not to generate major operating expenses after implementation;

· Be defined as clearly as possible and comply with the project sheet;

· To fall within the maximum budget allocated to each project – 150,000 Euros including VAT.

After the submission of the projects, they will be analyzed and evaluated by a committee between June 11 and July 31, 2024, and between August 1 and 16, 2024, the citizens of Sibiu will be invited to vote for one of the eligible projects, which will be published on the website.

On August 30, 2024, the final results of the citizens’ vote will be displayed.

At the end of the voting stage, a maximum number of ten projects will be selected. The first project in each field ranked according to the number of votes will be automatically selected. The rest of the projects can be selected in order of the number of votes or according to the opportunity of the project, regardless of the field they belong to.

The projects will be implemented starting from 2024 or from 2025, depending on the case and complexity, say the representatives of the City Hall.
