Vrâncens passionate about the search for archaeological treasures should know that the legislation establishes the rules in which metal detectors can be used. Violation of the legislation in force is punishable by stiff fines and, in serious situations, even imprisonment. On the other hand, those who hand over the discovered artifacts are rewarded by the Romanian state.

Treasure hunters from Vrâncen must know that they are obliged to comply with a number of regulations. Thus, the possession or sale of metal detectors is only allowed if there is a permit. This document is issued by the County Police Inspectorate. Moreover, treasure hunters must register with the authorities in this regard.

Adults who have not been investigated, arrested or convicted for the use of this type of equipment in areas with archaeological heritage can request permits to own metal detectors. Likewise, those who sold such equipment without authorization cannot obtain authorization.

To obtain the authorization, applicants must submit a series of documents, the bulletin or the identity card; the document proving that he is the owner of the metal detector; proof of payment of the amount of 10 lei, representing the authorization fee.

If they do not comply with the regulations provided by the law, those concerned risk fines from 25,000 to 75,000 lei, as well as confiscation of the equipment. In addition, those found with metal detectors in archaeological heritage areas without a permit face prison terms.

Access with metal detectors or their use in archaeological heritage areas without authorization is punishable by imprisonment from six months to three years. When it comes to selling or offering for sale metal detectors without a permit, the penalty can range from three months to two years or a fine.

Treasure hunters are rewarded for the goods they find

On the other hand, the discoveries of archaeological remains or movable goods are rewarded by the Romanian state. These discoveries, which are the subject of classification in the mobile national cultural heritage, must be notified to the Ministry of Culture within 72 hours. In the same interval, accidental archaeological discoveries are also announced, only that the announcement is made to the mayor of the locality where the discovery was made.

Failure to comply with these terms can bring the holder of the research authorization a fine from 2,500 to 10,000 lei. In the case of accidental archaeological discoveries, the fine is from 2,000 to 50,000 lei and the confiscation of the discovered goods.

According to the law, the authors of accidental discoveries, who surrender, within the mentioned term, the discovered goods, have the right to a monetary reward of 30% of the value of the good. In the case of archaeological discoveries of exceptional value, an additional bonus of up to 15% of the value of the asset can be granted.

The value of the discovered goods is determined by the accredited experts of the Ministry of Culture or, as the case may be, by other accredited experts.

Rewards and bonus are paid no later than 18 months from the date of delivery of the good. If the discoverer does not receive the reward within this period, he can apply to the competent court in an action exempt from court stamp duty.
