Director of National Intelligence Avril Haines said Russia has stepped up its strikes on Ukraine’s infrastructure to prevent Kiev from moving weapons and troops, slow its defense production and force Ukraine to consider negotiations.

“Putin’s increasingly aggressive tactics against Ukraine, such as strikes on Ukraine’s electricity infrastructure, are designed to give Ukraine the impression that continuing to fight will only add to the damage and that it has no plausible path to victory,” she said.

“These aggressive tactics are likely to continue and the war is unlikely to end anytime soon,” Haines said.

She and Lt. Gen. Jeffrey Kruse, director of the Defense Intelligence Agency, were heard before the Senate committee on the intelligence community’s assessment of the threats facing the United States in 2024.

How the relationship with China is evaluated

As for China, considered by the United States as its main global rival, Haines said Chinese President Xi Jinping and Chinese leaders expect some future instability in relations with Washington. But, she continued, they will try to project stability into those ties, as their top priority is battling China’s struggling economy.

Rather than implementing policies to stimulate consumer spending or encourage investment, they appear to be “double-down” on a long-term strategy based on production and technological innovation, she said. This approach, however, “will almost certainly deepen the pessimism of the public and of short-term investments”, believes the national director of information.

China is facing economic instability, including weak domestic demand, high youth unemployment and a housing crisis. Beijing has accelerated investment in infrastructure and shifted to investing in high-tech manufacturing, but some economists warn that this could exacerbate long-term imbalances.

Xi Jinping and his top leaders are increasingly concerned about the US’s ability to disrupt China’s technological goals and have “changed their approach to economic retaliation against the United States,” Haines said. However, US intelligence agencies assess that in the coming months, China will likely limit such economic retaliation to avoid affecting its domestic economy, she said.

“In particular, the significant drop in foreign direct investment in China, by 77% in 2023, is likely to prompt the PRC (People’s Republic of China) to be more measured in its responses, absent an unexpected escalation from the United States,” it said she, quoted by Reuters. (News.ro)
