The public tender “Servers, data storage equipment, routers, networking, connectivity and PC – AI”, organized by the Ministry of Education and ULBS with the aim of modernizing the educational infrastructure of the university and improving digital capabilities to meet current and future market needs of work, was won by two companies in the field of integrated IT services. One of them has had a number of contracts in recent years where among the clients are ministries or law enforcement agencies, and the second is part of the Bittnet group. The project aims at the participation of 14,514 students in a high-quality educational process with a focus on digital skills.

The auction was divided into five lots, each with specifications and values ​​that were estimated separately:

Batch 1

Title: Servers, workstations and storage systems – estimated value 4,798,030 lei

Batch 2

Title: Data communication network equipment – estimated value 3,671,325 lei

Batch 3

Title: MATLAB Extended Modeling and Programming Environment or equivalent – estimated value 192,618.10 lei

Lot 4

Title: Perpetual backup and replication license – estimated value 113,000 lei

Lot 5

Title: PC – AI (Artificial Intelligence) – estimated value 196,996.46 lei

The companies to which the lots were assigned are Top Tech SRL (Hunedoara county) and Pragma Computers SRL (Bucharest).

The total value of the auction is almost 9 million lei, with Top Tech handling the main part of the contract (8.77 million lei).

TopTech presents itself as “the most important regional integrator of IT solutions in Romania” and is part of the Bittnet Group, the pillar of Cloud & Infrastructure. The company was founded in 1992 in Hunedoara county and reported in 2022 business of over 73 million lei.

On the other hand, Pragma Computers was founded in the same year, having as its main activity the integration of computer systems as well as the design, implementation and maintenance of computer networks. Among the clients of Pragma Computers in recent years were several ministries, such as that of Defense, Environment and Forests, Foreign Affairs, Public Finance, but also universities, hospitals, town halls or county councils from the whole country.

The metropolitan network of ULBS and Live Operations at the Sibiu County Hospital

We remind you that one of the objectives of the acquisition is the development of a metropolitan network of ULBS, meaning a better digital connection between the institution’s buildings: “ULBS does not have a proper campus, a number of five specific buildings are located in the central area, at relatively short distances. The others are spread across multiple locations in the city and therefore the metropolitan network has dark fiber links to 11 other locations and proprietary fiber to the other 5 locations. In this sense, we propose to replace the Layer 3 switches in these locations, in order to increase the speed of access to the intranet and the Internet, as well as to increase the degree of security of the equipment” – according to the specifications.

In other words, ULBS intends to significantly improve the speed and security of its network, effectively connecting different locations of the university and ensuring a modern communication infrastructure.

And another important objective is the development of a system for the real-time transmission of medical procedures from the Emergency County Clinical Hospital. This is how it is described in the documents for the said auction: “The stage through which the whole of humanity has passed, that of the pandemic, brought to light certain technologies and methods complementary to traditional education. Among them are the live broadcasts of medical procedures, which cannot be witnessed by a large number of participants. Based on a pilot project implemented within an Erasmus+, we propose the point-to-point wireless network connection of 7 operating rooms located in the multi-pavilion hospital of SCJUS. Since its network does not allow the configuration of VLANs, the wireless connections between the building of the Faculty of Medicine and the targeted locations will allow access to the video cameras placed on the lamps of the operating rooms or the PTZ ones located in the investigation offices”.

The contract is part of a larger digitalization project, called “The digital transformation of ULBS in the process of transition to a sustainable university (TRADISMART)”, with a total value of over 5.8 million euros (28,701,539.56 lei ).
