At the auction for the rehabilitation of the station bridge, extended by a week, two offers were registered

Two offers were submitted in the tender for the rehabilitation of the railway station bridge, launched in March and scheduled for April 18. The procedure took place a week later, that is, yesterday, April 25.

According to the information on the public auctions platform, the two associations are run by companies from Cluj and Sibiu. These are associations led by the Repair and Work Company ARL Cluj and one led by CON-A Operations. Currently, the offers are evaluated from a technical and financial point of view, the deadline for this stage being October 18, 2024.

For the people of Cluj, it would be the first major work in Sibiu. Since 2007, the company belongs to the Strabag SE Austria group, the company’s activity being mainly organized in the areas of Cluj, Bistriţa, Oradea, Baia Mare.

On the other hand, the Siberians from CON-A Operations are already known in the region for the construction works carried out in recent years.

We remind you that, according to the specification, the works will have to include both repairs and consolidation at the level of the bridge’s infrastructure and superstructure, as well as interventions at the level of the bridge path, ramps and access stairs. Also, parking lots, access roads and a bicycle path will be set up on the left side of the direction of travel towards Gușterita, and street lighting will be installed both on the bridge and in the areas adjacent to the bridge.

The documentation developed for the tender proposes the utilization of the space under the passage through the arrangement of parking lots: in total, there will be 12 parking spaces from Coposu Bd. and 29 spaces from Calea Gușteriței.

The duration of the contract is set to be 3 months from the issuance of the order to start the works, to which is added a period of 2 months for the acceptance of the reception at the end of the works, including the necessary fixes. The warranty period is 60 months, and for road markings with two-component paint, the warranty is 24 months from the date of receipt to the completion of the work.

The purchase is not part of a project or program financed from European Union funds, the works will be supported from local budget funds.

The Railway Station Bridge falls into the “buildings of special importance” category, it has a length of 310.3 meters.

In the January 2023 meeting, the local Council approved the draft decision on “updating the technical-economic indicators for the investment objective “Rehabilitation of the Railway Station Bridge” in the Municipality of Sibiu”. According to the document, the City Hall requested the councilors to approve the amount of 14.4 million lei including VAT for the rehabilitation of the bridge, of which 10.7 million lei for construction and assembly.

The Station Bridge – a never-ending story

The Station Bridge was rebuilt from scratch in 2005, the construction being carried out by the Sibiu company Concefa SA.

Even ministers were involved in making the investment – perhaps even more so than the city management. For example, in 2003, in SIbiu, the Minister of Public Works, Transport and Housing, Miron Mitrea, punched the crowd, decreeing that the station bridge remains on two lanes. Mitrea refused the proposal of the builder, SC Concefa SA, to increase the width of the bridge, in order to create two lanes in each direction. The director of the company, Horațiu Cercel, supported by the mayor, said that the traffic on this bridge will be very high and that two lanes are needed. The proposal was cut short. “It is normal for a builder to look for work. I do not agree with this proposal because the construction of the bridge would be delayed by several months. Another project would be needed, and another financing will be extremely difficult to access”, reasoned the minister.

After the inauguration, the station bridge went into repair less than a year later, needing periodic rehabilitation since then. The last intervention took place in September 2023, but after a short time you could already see bumps and portions with defects, especially at the expansion joints.
