That whole urban island needs to be analyzed

The company that started the real estate project on Andrei Șaguna street, opposite the Prefecture, submitted the documentation to the Sibiu Culture Directorate. Specialists in historical monuments asked them to come back.

The Zonal Commission for Historical Monuments met at the beginning of this month and discussed, among other things, the request of SC Pritax Invest SRL for the elaboration of a Zonal Urban Plan for the Protected Built-up area “sub-zone institution with a mixed character”. The commission’s resolution, following the analysis, was “Return”.

The request of the mentioned company comes after several buildings in an advanced state of decay were demolished in the last months on Şaguna, at the request of the specialists, only the facades and vaults of the cellars remained standing.

Contacted by the Turnul Sfatului reporter, the director Dan Nanu explained that the specialists must analyze the entire area between Șaguna, Dealului, Banatului and Victoriei streets, before making a decision.

“What I can tell you is that there is a need for a PUZCP, that is, a PUZ for protected built-up areas. As you have seen, following our request the facade and vaults of the cellars remained after the demolition. According to the legislation, the developer is not allowed to exceed the height of the buildings in the area, and the PUZCP is needed for the percentage of land use. PUZCP means that the entire urban island formed by Șaguna, Dealului, Banatului and Victoriei streets must be analyzed unitarily, all the buildings are taken by the architects to the purecat”, stated Dan Nanu.

Plans since 2008

The conversion of buildings located on Andrei Șaguna Street, numbers 11-15, has been a publicly debated topic in Sibiu for more than 15 years. The beneficiary, Ana Turistic SRL, had several attempts to demolish and convert these buildings.

For example, since 2012, Sibiu City Hall has issued two town planning certificates for the demolition of two buildings, those at numbers 11 and 15. Together with the building at number 13, they were part of a project approved by the Sibiu City Council in December 2008.

According to the zonal urban plan adopted at that time, it was possible to build an “integrated urban center” for that area, which would take the form of a building with two underground levels and six above-ground levels – ground floor, three floors and two other floors.

The local administration issued another urban planning certificate for the change of destination from housing to offices, but without constructive changes, and of the building on Andrei Şaguna street, at number 17.

According to the mentioned project approved on the basis of the old General Urban Plan of Sibiu, the building at number 11 was to be abolished, and those at numbers 13 and 15 were to be subjected to reconversion. The town planning certificates were obtained by Dumitru Ghise, the owner of Ana Oil, and Dumitru Rodean.

In total, the center announced at the time planned to use a total land area of ​​2,435 square meters, from which to build buildings of 1,900 square meters. The largest buildable area, 1,190 square meters, is owned by businessman Dumitru Ghise.

The approved development intentions had in mind a multifunctional center, which would include conference rooms, office spaces, but also accommodation spaces. The architecture of the facades had to be in harmony with the immediate surroundings, depending on which the construction materials and colors had to be used. The plans did not materialize.
