The companies that own billboards will be obliged, within 6 months of signing a new contract with Bistrita City Hall, to give up the classic billboards in favor of other electronic ones, a step forward to improve the appearance of the city.

The Bistrita City Council adopted, in the last meeting, with 16 votes “for” a decision regarding the approval of the lease by public auction of some land surfaces, public property of the municipality of Bistrita, on which advertising means are placed. According to the document. The starting rent is at auction in the amount of 40 lei/sqm/month and is calculated for each location depending on the size of the advertising media. The criterion for awarding rental contracts is the highest level of rent/sqm/month offered/location.

According to HCL, the winners of the auctions will have the obligation to place digital billboards, within 6 months from the conclusion of the rental agreement, with the obligation to obtain all the approvals and agreements established by law.

“Through the way we thought about the draft decision, those who own advertising infrastructure or are about to create one must, within a period of 6 months from signing the contract, modernize the infrastructure they have in such a way that it responds the demands of the moment, that is, to come up with electronic billboards that really allow modern advertising to take place and contribute to improving the appearance of the city. What we have at the moment, from my point of view, is out of date for about 20 years. That’s why I set an example by mounting the three billboards of the town hall. We intend to place at least six more such billboards. We have not been able to do this because the best locations are on mobility corridors where we still have ongoing investments. After we complete these investments, we will put this package up for auction so that our infrastructure can be used for advertising,” said the mayor.

The placement of some means of advertising in the city was done according to regulations approved by decisions of the local council starting in 2008, 2012 and 2017. The last rental procedure by public auction took place in 2017. Following the organized public auctions, a number of of 6 rental contracts with the winners of the auctions and billboards were placed, in compliance with the legal provisions and the applicable regulations.

The contracts were initially concluded for a period of 5 years, being extended by decisions of the local council for another 2 years, after which the lease will be made by public auction, but this year the term expires.
