The government will debate in Thursday’s meeting a draft emergency ordinance that will amend law 295/2004 regarding the weapons and ammunition regime.

Through the proposed project, the agreement of law no. 295/2004 with a decision of the Constitutional Court of Romania from February 14, which states that the measure of restricting the exercise of the right to bear arms, as a result of initiating criminal proceedings against any person accused of having committed a crime with intent, is ” excessive in relation to the objective to be achieved”.

Thus, within the draft emergency ordinance, criminal acts are listed in which there are suspicions regarding the danger the perpetrator poses to society, through the lens of the possibility of procuring, possessing, carrying and using weapons.

“In concrete terms, the acts considered will be those committed with intent, provided by the Criminal Code, Special Part, Titles I, II, III, IV, VII – Chapter 3, Title VIII – Chapters 1 and 2, Titles X, XI, XII and art. 336-338 and 351, of Law no. 143/2000 regarding the prevention and combating of illicit drug trafficking and consumption, republished, with subsequent amendments and additions, by Law no. 194/2011 regarding the combating of operations with products likely to have psychoactive effects, other than those stipulated by the normative acts in force, republished, with subsequent amendments and additions, by the Government Emergency Ordinance no. 158/1999 regarding the control regime of exports, imports and other operations with military products, republished, with subsequent amendments and additions, by Law no. 535/2004 regarding the prevention and combating of terrorism, with subsequent amendments and additions, as well as the Law on Hunting and the Protection of Hunting Fund no. 407/2006, with the subsequent amendments and additions”, emerges from the substantiation note of the project.

The government will also analyze the draft decision on the National Strategy for the Continuing Education of Adults 2024-2030.

“Implementation of the strategy will result in: improving the current national normative framework, improving data collected on adult education, improving access to learning opportunities (by increasing the number of community lifelong learning centers and by better promoting existing opportunities), improving the assessment of competences and the recognition of previous learning and/or the learning carried out in non-formal and informal contexts (e.g. by increasing the number of centers for evaluating the competences acquired in the non-formal and informal system), improving the continuous training system for staff didactic”, provides the substantiation note.

At the same time, 13.4 million lei will be added to the amount provided for expropriations in the case of the Bucharest Ring Road, South Ring sector km 52 + 770 – km 100 + 900, within the radius of the localities of Glina, Cernica, Popeşti-Leordeni, Berceni, Vidra, Clinceni and Ciorogârla.

The agenda also includes a memorandum with measures aimed at supporting the provision of very high-speed Internet access in areas where the market cannot provide these services on its own. More precisely, it is proposed to prioritize the dialogue between the Ministry of Research, Innovation and Digitization and other central and local public authorities with a role in approving and issuing authorizations for the realization of the necessary installations and constructions. Another measure aims to intensify communication with suppliers in order to connect to the national electricity grid.

“The deadlines for the connection to the national electrical grid of the equipment that make it possible to connect the communication networks in the 945 villages will be intensively monitored to avoid the risk of not completing the broadband networks, which may determine that these areas have access limited to the Internet and implicitly to accessing electronic public services”, the memorandum states.

Another draft decision on the agenda provides for the removal from the state reserves and the immediate granting of some construction materials in the total value of 62,724 lei without VAT, in order to help the affected people and rebuild their homes, destroyed by the fire in the Plaieşii commune from Jos, from Harghita county.
