The highway to the south of the coast has been put out to tender, a high-speed road that will continue the current highway south of Constanța, will bypass some of the resorts on the Black Sea shore and will reach near Olimp and Mangalia. The Motorway Company sent this week to the Public Procurement Agency (ANAP) the documentation for the design and execution tender for the “Alternativa Techirghiol” project – a high-speed road that will continue the current highway that reaches south of Constanța in the Agigea area, which bypasses Lake Techirghiol and avoids the congestion that is created year after year in the summer season in the area of ​​the Eforie Nord and Eforie Sud resorts.

  • The new highway will have 30.59 km, four road junctions on the highway, but also a connecting road of over 4 km and a road junction at Eforie Nord.
  • A new road bridge over the Danube – Black Sea canal to the west of Agigea will also be built for the Coastal Highway.
  • The total cost of the program is 5.74 billion lei including VAT. For design and execution, in 2022, CNAIR reported to HotNews.ro that the estimated value was 2.5 billion lei without VAT. The duration of the contract will be 48 months, of which 12 months for the design stage and 36 months for the execution stage.

The Techirghiol alternative means a highway of almost 30 kilometers that will separate from the current A4 highway (Constanței Ring) right in the area of ​​the current intersection with the A2 Autostrada Soarelui.

The highway to the south of the coast will then continue with a passage in the Cumpăna area over the Danube – Black Sea canal, bypass Lake Techirghiol to the west and thus avoid the area of ​​the Eforie Nord and Eforie Sud resorts. According to the feasibility study, the highway route will also involve a connecting road of over 4 kilometers with the Eforie Nord area.

Then the new highway will continue to the southwest, it will have a road junction with DN38 in the Techirghiol area, it will bypass the lake, the Tuzla area and Costineștiul and it will end after August 23 with a road junction and passage on the current DN39 in the area of ​​the road leading towards Mangalia and the road that branches off towards the Olimp, Neptun, Jupiter, Cap Aurora, Venus and Saturn resorts.

According to the information sent to ANAP, the new high-speed road will have a length of 30.95 km. The entire project will have a value of 5.74 billion lei including VAT, but for now the estimated value for the design and execution part of the project is not public.

The new road will have 4 road junctions on the highway (at Cumpăna, Agigea, DN 38 and DJ 394), but also a connecting road to the Eforie Nord area where a road junction will be made with DN39 and DN39A. The highway will have several service areas and short-term parking lots, as well as a Maintenance and Control Center located within the Road Junction with DN 38.

Among the works planned for this project, the most imposing ones will be executed in the Cumpăna area.

On the one hand we have a new bridge that will cross the Danube-Black Sea canal and on the other we have a complex road junction in the area of ​​the A2 and A4 highways.

In fact, the road junction area with the A4 and A2 will be one of the most complex road junctions in the country.

Beyond the intersection with the two mentioned highways, the road junction will also have a new connection with DN39E (Cumpăna).

As a particularity, for the new node a part of the current A4 highway will be suppressed in one direction for a distance of about 2 kilometers. It is about the direction from South to North, where the traffic will be redirected on new shoulders that will separate in turn towards A2 and towards A4.

The new road junction will practically stretch over long distances, the shoulders will be long and with many overpasses.

From the point of view of road infrastructure, the south-western area of ​​Constanta will be one of the busiest in the country.

We are talking about a DN3 road junction with the A4, then the A2-A4 road junction, then the Techirghiol-A2/A4-DN39E complex road junction, after which the A4 junction with the DN39 at Agigea immediately follows.
