Suspicious tenders at Moldovagaz: The same companies win, even if others propose a much more attractive price
The sign of bewilderment and suspicion hangs over the public procurement auctions, which are organized by Chisinau-Gaz and other prominent companies. Some economic operators have noticed that every time, the same companies win the respective auctions, even if others propose a much more attractive price. “The ultimate goal is to steal public money,” say some participants in such sales.
The Moldova Gaz company has a special budget for investments and infrastructure development. This year, there are 250 million lei, which go to the affiliated companies or are kept for further investments. According to the economic agent, Iurie Tesa,
“All the auctions that were to take place this year took place within a few weeks. In some cases, dozens of tenders were held in one day, at the same time”, Iurie Tesa, an entrepreneur in the field, told us. According to the businessman, in the auctions, the companies that request a much higher price, for carrying out the works, are most often favored. Such a case took place four weeks ago, when Chisinau-Gaz organized a tender for the procurement and delivery of equipment specific to gas supply.
IURIE TESA, economic agent: “It was an amount of approximately six million lei, the estimated cost assessed by those from Chisinau-Gaz, and our company gave a lower price and we ranked first. In second place a company was ranked, which gave a price 300 thousand lei more.”
The decision of Chisinau-Gaz put Iurie Tesa on guard and he decided to open the procurement portal, where the results of all tenders are published. The conduct of the auctions was also thoroughly analyzed by the Watchdog energy expert, Sergiu Tofilat.
SERGIU TOFILAT, energy expert: “I found that the company “AGRONORDTEH-M” wins the 2022-2023 conveyor belt tenders. They win them happily and I don’t know how it is received that their offer is the highest – by half million, with a million or three million lei. Their accountant is also an accountant at another company, founded and controlled by Marcel Televca. This character won several suspicious tenders at the Railways. They have the same accountant, and sometimes show the same address email. There’s clearly a connection between the two.”
