Secondment in the interest of education 2024. Agreements for secondment are registered until May 17. List of required documents and application form

The registration of agreements for secondment in the interest of education, at educational units and at school inspectorates, takes place between May 8-17, according to the mobility framework methodology for the 2024-2025 school year. The practical/oral tests in the job profile take place from May 27 to June 14.

According to the mobility framework methodology, teaching positions/chairs left vacant/reserved after the previous mobility stages, as well as those that become reserved during the secondment stage in the interest of education, are taken care of by the tenured teaching staff in pre-university education, through secondment in the interest education.

Article 84 – “(2) The posting in the interest of education of full-time teaching staff in pre-university education is carried out, based on the written request made by the receiving educational unit, on an existing teaching post/vacant/reserved chair or can subsequently take a vacation at the receiving educational unit until the date provided in the Calendar, with the written consent of the requested persons, according to annex no. 14, with the approval of the board/boards of the educational unit/units/CJRAE/CMBRAE where the teaching staff is a holder. The tenured teaching staff in pre-university education requested for secondment submits an agreement to the receiving educational unit and to ISJ/ISMB, accompanied by documents certified for compliance with the original by the director of the educational unit in which the teacher requested for secondment carried out his/her activity, a copy of the document of appointment/transfer/assignment to position/department and the opinion of the board/boards of the educational unit/units where the teacher is a holder . Teachers from psycho-pedagogical/speech-pedagogical assistance centers and offices address the CJRAE/CMBRAE within which the respective teaching post and ISJ/ISMB are regulated.

(3) Full-time teaching staff in pre-university education, requested for secondment in the interest of education to teaching positions/vacant/reserved chairs that require additional certificates/notices, must possess the necessary certificates/notices, on the date of submission of the agreement for secondment in the interest of education to ISJ /ISMB and at the receiving educational unit, according to the Calendar. Full-time teaching staff in pre-university education, requested for secondment in the interest of education to teaching positions/vacant/reserved chairs that require a practical/oral test, must pass these tests according to the provisions of art. 4 para. (4)-(6).

(4) Posting in the interest of education to teaching positions/vacant/reserved chairs is ordered by decision of the general school inspector of ISJ/ISMB, after approval in the board of administration of the receiving educational unit/CJRAE/CMBRAE, with the opinion of the council/councils of administration of the educational unit/units/CJRAE/CMBRAE where the teaching staff is a holder. Posting in the interest of education to teaching positions/vacant/reserved chairs in educational units or psycho-pedagogical/speech therapy centers and offices can be carried out for a period of no more than 5 (five) consecutive school years. The entitled person has the right to challenge the decision of the board of directors of the receiving educational unit, through a written request, addressed to the management of the educational unit, within 24 hours of its communication. The appeal is resolved according to the provisions of art. 4 para. (20).”

Model application for secondment in the interest of education 2024

According to the framework methodology, must be attached, in the following order, (in the file)**documents in original, respectively in copies certified for compliance with the original by the director of the unit where I work as a holder/seconded person*:

1. copy of the document of appointment/transfer/assignment to the teaching position from the educational unit where I work as a holder/beginner provided for in art. 24 para. (4) and (6);

2. copy of the identity document (BI/CI) showing the domicile and from the supporting documents regarding the change of name, if applicable;

3. the certificate issued by the unit where I am the holder, which shows the situation of the teaching post/chair of which I am the holder (the structure of hours and subjects of the chair, the level of education, the environmental regime), in the original;

4. copies of study documents (including transcript);

5. copies of teaching degree certificates;

6. certificates/certificates regarding qualifications from the last two completed school years in which I carried out teaching activity (for graduates of the 2023, 2022 promotions and beginners in the first or second year of activity, certificates/certificate according to NOTE 1), in the original;

7. the county/municipality of Bucharest assessment sheet for methodical and scientific activity at school, county, national level, in original, accompanied by copies of the supporting documents (detailing the points from annex 2 to Methodology);

8. copy of the elaborated and approved school programs, the covers of school manuals, guides and books, published studies and articles, the documents by which the didactic materials were approved, copies of the certificates/certificates/diplomas obtained, as a result of participation in the programs of reform and/or training;

9. copy of the corresponding tab from the own general employee record register;

10. the certificate issued by the educational unit where I work as a holder/seconded, showing the actual seniority at the chair (including the period of the chair’s reservation), in the original;

11. documents for the application of socio-human criteria;

12. copies of the notices and certificates necessary to occupy the teaching post/chair, if applicable;

13. certificate issued by the educational unit where I work as a holder, which shows the fact that there is a restriction of activity for the respective post/chair, the date on which the restriction of activity and the nomination of the proposed teaching staff were discussed in the board of administration to be posted for outstanding activity restriction, in the original;

14. copy of the minutes of the administrative board of the unit in which the teaching staff under restricted activity was nominated for the 2024/2025 school year;

15. certificate/certificates issued by the educational unit/units to which I am head/seconded regarding disciplinary sanctions from the last 2 completed school years and during the current school year;

16. candidates from other counties will obligatorily attach a certificate issued by the school inspectorate showing that the applicant’s request to be posted to another county has been taken into account, in the original;

17. statement regarding the teaching position/chair occupied in the previous stages of the mobility of the teaching staff.

The calendar for secondment in the interest of education 2024, according to the official calendar:

a) registration of agreements for secondment in the interest of education, at educational units and at school inspectorates; Period: May 8-17, 2024

b) organizing and conducting practical/oral tests in the job profile; Period: May 27-June 14, 2024

c) discussing and resolving proposals for secondment in the interest of education in the administrative boards of educational units; Until June 14, 2024

d) transmission of the list of tenured teaching staff for whom the secondment was proposed in the interest of education, accompanied by their agreements, to the school inspectorates; Until June 20, 2024

e) the appointment, by secondment in the interest of education, to management, guidance and control positions not filled by competition;

f) the occupation of vacant/reserved teaching positions by teaching staff who benefit from the extension of the individual employment contract for a determined period according to the provisions of art. 63 of the Methodology, as well as by the teaching staff for whom the secondment was proposed in the interest of education, in the 2024-2025 school year and the updating of the list of teaching positions/vacant/reserved chairs;

d) registration of the requests of tenured teaching staff, whose reduction in activity was not resolved by transfer/completion of the teaching teaching norm, of the requests of teaching staff employed during the viability of the post/chair remaining with the incomplete teaching norm from the previous stages, to complete the norm didactic teaching, according to the provisions of the Methodology, as well as of the teaching staff and candidates provided for in art. 53 para. (5) and art. 89 para. (2) from Methodology who participated in the national competition, session 2024;

Until August 19, 2024

h) organizing and conducting practical/oral tests in the job profile; Deadline: August 19, 2024

i) the settlement in the distribution meeting, according to the provisions of the Methodology, in order, of:

  • (i) requests to complete the didactic norm of teaching for an indefinite/determined period of tenured teachers, respectively of requests to complete the didactic norm of teaching for a determined period to debutant teachers provided for in art. 24 para. (4) and (6) of the Methodology;
  • (ii) the requests of tenured teaching staff under restriction of activity through transfer or secondment in the interest of education for unresolved restriction;
  • (iii) requests to complete the didactic norm for fixed-term teaching of teachers employed during the viability of the post/chair and of the teachers provided for in art. 53 para. (5) from Methodology;
  • (iv) the requests of teaching staff who benefit from the extension of the individual work contract for a determined period according to the provisions of art. 63 of Methodology; Deadline: August 20, 2024

i) issuance and communication of assignment decisions per post/chair. Period: August 21-28, 2024

Note: Starting with the date of August 19, 2024, priority for the occupation of teaching positions/vacant/reserved chairs, in all stages and allocation meetings, as well as after the start of courses, are, in order, the tenured teaching staff with the reduction of unresolved activity, the employed teaching staff during the viability of the post/chair that requests the completion of the didactic teaching norm and the teaching staff who benefit from the extension of the individual work contract for a determined period according to the provisions of art. 63 of Methodology.
