10 years after the first contract for the Târgu Mureș Belt, CNAIR transfers the financing project from POIM (Large Infrastructure Program concluded in December 2023 which settled 85% of the costs) to the Transport Program 2021-2027 where the financing is only 40%.

In order to launch a new tender, the Ministry of Transport must finalize the project of technical and economic indicators, and the Government must approve them through a Government Decision. The estimated value of the project is over 300 million lei, of which 103 million lei non-refundable European funds and 155 million lei from the State Budget.

The Târgu Mureș belt, a project started 10 years ago, when the contract was signed with Copisa (Spain), is another example of the inability of the Ministry of Transport/CNAIR to complete a relatively simple project within a reasonable time, the transit of the municipality of Târgu Mureș being difficult without the belt. Practically, a decade after the first contract (terminated in 2017) CNAIR still does not have a contract for resuming the remaining works at approx. 34%. Later, in 2019, CNAIR launched a new tender which it canceled because it did not receive bids (specification with errors and much underestimated cost)

On Wednesday, May 8, 2024, CNAIR officially requested the transfer of financing for the Târgu Mureș Ring Road: “NATIONAL ROAD INFRASTRUCTURE ADMINISTRATION COMPANY SA, as the Applicant, developed and submitted on 05/08/2024 the Financing Request for the project “Construction of the bypass variant Tg. Mures – PHASE 2” in order to grant the non-reimbursable financing allocated through the Transport Program, within RSO3.1_Development of a TEN-T network, resilient to climate change, intelligent, safe, sustainable and intermodal Priority: P2. Improving secondary road connectivity; Specific objective 3.1 Development of a TEN-T network, resilient to climate change, smart, safe, sustainable and intermodal Fund: Cohesion Fund; Operation: Actions that contribute to the achievement of the OS Specific Objective 3.1. The general objective of the project is to divert transit traffic outside the Targu-Mures municipality, knowing that, currently, transit traffic also has a regional/international character. The diversion of traffic on the bypass option will have the socio-economic impact of streamlining the traffic in the area, reducing air pollution and noise pollution, clearing the main radial arteries on the directions Sfantu Gheorghe – Sighisoara – Targu Mures and Brasov – Sighisoara – Targu Mures and reducing considerable reduction of the risk of accidents, thus contributing to the improvement of the quality of life of the inhabitants of the area affected by the project.

The specific objective of the project is: the construction of 11,463 km of new road, 5 bridges, 2 passages, 1 viaduct, 2 roundabouts and 2 parking lots.

The total value of the project is 308,418,986.30 lei and will be financed through the Transport Program as follows: the contribution of the European Union from the European Regional Development Fund – 103,673,221.84 lei, the own contribution – 155,509,832.77 lei, the difference up to to the total value of the project representing ineligible expenses.” – CNAIR statement.
