The six-year-old boy from Gorj, taken out of Romania with the consent of his parents, under unclear circumstances, returned to the country. He was brought by some officials of DGASPC and Child Protection. The minor stayed in Germany for three months.

The child sold by his family for 8,000 lei in Germany will be placed in a foster home, where his sister is also. The child would have crossed the border with false documents. Neither the Gorj authorities, nor relatives, nor friends realized that the little boy had been missing for three months. It all came to light in Germany when they asked for school registration papers.

The child would have been sent to Germany with a neighbor who works there. Then, he would have reached a German citizen who met the boy when he came to Romania. Suspicions regarding the fact that the boy ended up in the hands of pedophiles remain.

Forensic psychologist Tudorel Butoi believes that the Romanian state has begun to get out of control of the phenomenon of human trafficking.

“In the 90s, not a single mosquito escaped, there was a policy of population growth, there were aids given to mothers. Today, unfortunately, you are no longer surprised when you hear that a child ends up being stolen or trafficked”, commented Tudorel Butoi, for Newspapers.com.

“(…) if we are talking about a crime deriving from the law of adoption, regarding the fact that the person who gives the money to buy the child has no sanction, instead the person who receives the money, i.e. the father, is sanctioned. Also, a possible intermediary in this sale of children is also sanctioned. Given that this criminal sanction would also refer to the person who gives the respective money, then we would have a criminal tripartite”, commented Cuculis, for Newspapers.com.

“At the moment it’s probably Child Protection that needs to step in urgently and see if the father really should be stripped of his parental rights and the child should be managed by the family at the moment extended or by a maternal assistant”, the lawyer also specified.

Criminal file for trafficking minors at DIICOT

The Minister of the Family, Natalia Intotero, declared that there is a file at DIICOT, after a notification sent by the Romanian authorities, who in turn received a request for information from the institutions in Germany. The institution opened a criminal case for trafficking minors, investigations in rem.

The latest Eurostat data show that 900 Romanians were victims of human trafficking in the European Union last year, and more than half of them were children.

According to the Criminal Code, “recruiting, transporting, transferring, harboring or receiving a minor, for the purpose of exploiting him, is punishable by imprisonment from 3 to 10 years and the prohibition of the exercise of certain rights” – art. 211 para. (1). “If the act was committed under the conditions of art. 210 para. (1), the punishment is imprisonment from 5 to 12 years and the prohibition of the exercise of certain rights”. The conditions refer to “coercion, kidnapping, offering/giving/accepting/receiving money.

The child in the DIICOT investigation would come from a disorganized family.
