“There are bigger investments, there is better collection. No new fees and taxes will be introduced (in 2024-n.ed.). The press is looking for sensationalism…it’s not pension money…every time. The money is there. Romania continues to borrow, but we have a much smaller deficit than many other EU member states. Romania had the lowest public debt in the EU. We are in continuous development, highways are being built everywhere and that costs money. Even if you make loans for investments, they bring added value including to the state budget.

The Social Democrat leader says there is no prospect of progressive taxation in 2025, but rather “we expect a serious discussion after the election”.

“These discussions can take place in 2025. Romania is the last EU state with a single quota, but that does not mean that from next year it will switch to a progressive quota. Mr. Ciolacu said that we don’t even have a unique quota, because we have dividends of 5, now it has gone to 8, we have VAT of 19% and 5% or 9% on certain products… We don’t have a unique quota, we have micro-enterprises with 3% tax. If we make it unique, let it be unique. It does not mean progressive quota, but we can arrive at a single quota formula on all levels.

What Mr. Ciolacu was saying with a serious discussion to get into rhythm with the civilized world to which we relate every time, we being the last ones to have a unique share and I assume what I say. Poland has two unique quotas, i.e. 16% and 18% and 32%, depending on the thresholds. Otherwise, everyone has progressive quota.

Romania is not ready overnight to switch to a progressive rate. Therefore, in the next period this will not happen. The digitization of ANAF still takes some time and only then can we discuss.

A lot of exceptions were given up that were not good for the economy, but the desire of this government and the future must be better collection and combating tax evasion. After we achieve these and reduce expenses, the budgetary apparatus must be made more efficient. After that, if you still need money, it’s worth a chat. But we may have the surprise that after we collect better, fight evasion and restructure the state apparatus, money from other sources will no longer be needed.

The luxury tax was delayed for the same reason. It’s the best argument for what I was telling you. You can’t introduce something overnight and have it apply immediately. That is why the discussions, the preparation of systems and software for implementation and the evaluations we are talking about take time. In Romania, it is not very clear how to evaluate a property. It’s on the notarial grid, it’s on the assessment of the UAT, of the town hall, how is it done? In order to introduce a tax over 2.5 million, it is necessary that the computer system that makes the evaluation throughout the country is functional. It was postponed until September. In practice, the money will not be collected in the second quarter, it will be in the third quarter. This year the money will be taken, only it has to be put in… The law is in force, it is not retroactive. It’s just that the calculation base cannot be made today. The calculations that the Ministry of Finance wants to do in July, it will do in September.

There are not so many Romanians who have a house worth more than 2.5 million euros. In general, the money is in the local budgets, because the Government does not collect the money.

We have the lowest property taxes in the world, or at least in the EU. You have a house worth 500,000 euros and you pay 400 lei in tax per year at the town hall, it seems to me that it is out of place. If we want the local authorities to develop and be able to maintain the infrastructure, security, public lighting, 400 lei is not possible when you have a house worth 2.5 million euros.

If you rush ahead and take money chaotically and you don’t know how to evaluate very well, it’s better not to take it. That is why neither progressive taxation nor other taxes and duties can be done overnight. There is no such prospect in 2025.

ANAF must refer to a calculation basis that every locality in Romania makes. So it is no longer an ANAF that has the whole country, it is an ANAF that collaborates with 3,000 or so UATs. It’s the second step, after e-invoicing, for a better collection, because if we can’t make a calculation base on the buildings that exist, God willing we’ll make a collection based on evasion, which you have to find. If we don’t launch challenges like this, we will never get to collect better,” said Alfred Simonis.

The Minister of Finance, Marcel Boloş, announced that the emergency ordinance regarding digitization measures, adopted by the Government on Tuesday, also includes the ordinance regarding large properties and wealth, with the luxury tax. The 0.5% tax, which was due on April 30, has been postponed until September 30.
