The profile of two deputies from Bihor, “protectors of the Romanians”: criminal problems, unclear assets and “hole” in their CVs

For the four deputies from Bihor analyzed, it was checked whether they have bachelor’s, master’s, doctorate studies in the military or security field. According to the document, all four have degrees in law, the diplomas being obtained at the University of Cluj for two of them (Cupșa, Cătăniciu), and Kiss obtained his at the University of Oradea and Lasca at the University of Arad.

Leave it, no resume

The volunteers show that although the publication of the CV is mandatory, and parliamentarians should make it public with the elections, deputy Mihai Lasca did not do so. The quoted source shows that he found more problems with the published CVs, such as uncovered periods in which no activity is mentioned.

“Current deputy in the Bihor constituency, Mihai Ioan Lasca presents a path that raises questions, coming from a universe under the sign of crime, lacking experience in the private sector, reached parliament on the AUR lists and currently unaffiliated, now part of the party Patriots of the Romanian People.

Mr. Lasca’s CV does not help us much to understand his profile as it is not published on the website of the Chamber of Deputies or anywhere else. Information about studies and career can be found, in limited edition, on the personal page. After graduating from the baccalaureate in the autumn session of 1998, the hero’s life is shrouded in fog for three years. We also learn that he graduated in law at the “Vasile Goldiș” Faculty of Legal Sciences in Arad in 2006, after which there follows an even longer period of 11 years, during which Mr. Lasca’s occupations are not mentioned,” the document states.

The trail with many houses

The CV of Steluța Catăniciu is not complete either.

“What he did until he was 34, he does not tell us in the CV submitted to the Chamber of Deputies, where he is in his third term. In 1997, he obtained his law degree at the Babeș Bolyai University in Cluj-Napoca and immediately opened a law office that was active for 14 years. In 2004, he launched into local politics and obtained a mandate as a county councilor from the PD. In 2008, she would find her true vocation under the baton of Călin Popescu Tăriceanu, who appointed her vice-president of PNL Cluj.

The appointment also comes with a seat on the Board of Directors at the MECON SA enterprise and with an eligible seat in the local elections, where he wins a councilor mandate. The MECON SA company produces metal structures, components for sorting stations and PVC carpentry. Perhaps during the period missing from the CV, the deputy lady was active in these fields, which allowed her to be appointed to this position. Moreover, the multilateral professional training recommends her to be appointed in the fall of 2008, for a few months, also to the board of directors of Electrica Distribucie Transilvania Nord SA”, the report states.

About Bihor Cătăniciu deputy, it is also shown that over time she moved from one party to another: PNL, PSD, ALDE, PRO-Romania.
Following the analysis of the wealth declarations, the volunteers found out that the money declared by Steluța Cătăniciu has increased and the deputy ranks 5th in the list made in the report.

“Income is entered in the wealth declaration as being composed of your own, your spouse’s and your dependent children’s income (for example, the allowance for minor children). We collected them exactly as our politicians declared them under their signatures”, adds the source. Thus, Steluța declared at the beginning of the mandate an income of 396,372 lei, and in the declaration for the year 2023, he declared an income of 355,279 lei
An increase is also observed in its properties.

Thus, the total area of ​​the properties owned by it increased by 121 square meters, being ranked 1st in the top of the number of houses and apartments that passed through its hands, over time, 18 in total.

“In 2010, Mrs. Cătăniciu owned an apartment bought in 1996 and a house built in 1972, received by donation. The following year was a miraculous one, in which she received, by sharing with her husband, no less than 11 apartments in the Florești commune near Cluj Napoca. Interestingly, the two spouses did not separate, but brotherly shared the apartments built on land that belonged to them,” the report states.

“Crime Universe”

Among the deputies from Bihor, Mihai Lasca stands out, who was individually analyzed.

According to the data found by the volunteers, from 2017 until 2020 (when he begins his mandate as deputy) Mihai Lasca was an entrepreneur, being an administrator and/or associate at 3 companies. Her longest occupation is as an administrator in the security and protection company Grande Guard Legion SRL. In parallel, in 2018 he was an associate and administrator at Premium Guard Security SRL, so that in 2019 he became a 50% associate at Grand Burger SRL, a currently defunct company. “And this is pretty much all of Mr. Lasca’s professional experience before the deputyship”, are the conclusions of the study. He entered politics in August 2020, in the AUR party, and 5 months later he became a deputy on the lists of the same party

In the wealth declarations, no bank account was entered, and in 2019 he declared that he lived on 1,500 lei per month, according to the wealth declaration.

And Lasca and Cătăniciu, legal problems

In 2012, Steluța Catăniciun was elected deputy on the PNL lists, entering the parliament.

“Only a decision of incompatibility catches up with her. Although he was a local councilor, he provided qualified defense and permanent legal assistance to several commercial companies that had business relations or even litigation before the courts with Cluj City Hall. Following a notification, Mrs. Cătăniciu was declared in a state of incompatibility and was prohibited from holding public positions for three years. In March 2017 the sentence remained final and, according to the law, he should have left Parliament. But he did not leave him. With the complicity of his colleagues and a legal shenanigans, he does not lose his deputy’s mandate, remaining to make laws for the country”, says the quoted source.

Cătăniciu is the president of the Commission for investigating abuses, corruption and petitions. He is also a member of the Legal, Discipline and Immunities Committee.

The private life of deputy Mihai Lasca is described as “full of questionable events for a man who wants to be a vector for the improvement of society”.

“With a somewhat volcanic temperament, the current deputy was involved in multiple violent demonstrations. Since high school, according to the Bihoreanul newspaper, he beat a classmate, leaving him unconscious, and escaped expulsion with the help of files. It seems that, from an early age, Mr. Lasca formed his habits well, both to get into scandals and to get out of them. In 2012, he was involved in a fight with two thugs from Oradea. Even during his term as deputy, he does not “give up” these habits: in 2021, he was sentenced to 2 years with suspension for blocking a national road and beating up the current husband of his ex-life partner. The sentence, however, did not affect his status as a parliamentarian, as he remains in office”, according to the profile made by those from Integritate pe bone.

In 2007, Lascaa was given a 3-year suspended sentence for complicity in fraud after tricking a foreigner into exchanging a fake 500-euro note.

“Furthermore, he was tried by DIICOT Oradea for establishing, in 2012, a criminal group with the aim of illegally removing migrants from the country, which he referred to, according to Adevărul, as “those black sheep”. Last but not least, he was also sued by DIICOT for participating in a criminal group in card cloning. Using the fake cards, the group spent a total of over 300,000 euros, according to Bihoreanul. With such a past, it is no wonder that the press is not shy about calling him a “underworld”, the report also states.
