The increase in the number of abandoned dogs and cats made Norbert Pleiner, the mayor of Târnava, initiate a project to pay for the sterilization of dogs and cats in the commune. The project provides for the sterilization of owned animals as well as community animals.

According to the information provided by the mayor, the sterilizations are done with the help of an association from Bazna and in partnership with a doctor from Sibiu, all costs being borne by the mayor’s office.

“It is a draft decision of the City Council. The initiator was a local councilor with whom I clearly agreed. It’s not only a problem in our town, I think it’s a national problem with cats and dogs that are left on the streets. Then we, in addition to the fact that we also do eucharization actions with an association, we also thought of this idea, that by sterilizing these dogs and cats, then we could reduce the other side, so that community dogs don’t multiply like this a lot. The number of community animals is automatically reduced.

We have a collaboration with an association from Bazna and a veterinarian who agreed to collaborate and do this action. In the first stage, being a first in our county, by the fact that a town hall is the initiator and bears the expenses, around 35 animals were sterilized. We are not stopping, we will take actions periodically, the effects will appear in years, I think we are the first town hall to do this”, said mayor Norbert Pleiner for the Council Tower.

“At first they were a bit reluctant”

The mayor also says that people were reluctant at first, but that gradually they understood the benefits that this project brings.

“At first they were a bit reluctant because they thought the town hall was taking their animals, taking them away and they wouldn’t get them back. The municipality pays for these services, the services are provided by an animal association, and the sterilization is performed by a veterinarian,” the mayor added.

And Sibiu city hall wants to limit the number of abandoned dogs by free sterilization of those with owners, from common breeds

At the beginning of March, the Sibiu City Hall put into public debate a project proposed by USR councilors at the end of 2022. It is about a sterilization program for dogs with owners in the municipality of Sibiu, with funds supported by the Sibiu City Hall. For the year 2024, the identification, microchipping and sterilization of a maximum number of 500 dogs is proposed, the total amount being approximately 225,000 RON. Siberian dog owners with modest incomes or who have a maximum of 3 dogs can apply.

“Considering the problem related to the large number of stray animals on the streets of Sibiu, which appears again and again, regardless of the smaller or larger efforts of the authorities and non-governmental organizations to solve it, a solution must be found which will produce long-term effects.

The best solution to limit this phenomenon is to bear from the budget of the City Council the costs of sterilization of dogs with owners, of common breed. This program can be realized by drawing up a collaboration protocol between the Sibiu City Hall and the veterinary practices that want to be part of the program. The cost for the identification/registration and sterilization operations amounts to approximately 400-450 ron/animal.

For the year 2024, we propose that a maximum of 500 dogs of common breed be registered (microchipping) and sterilized, the total value amounting to approximately 225,000 RON. By investing this amount now, the number of stray animals can be greatly reduced, leading to big savings in the future. The costs of picking up, transporting, housing and feeding a stray animal are tens of times higher than the costs of identification/registration and sterilization,” the USR advisers’ statement of reasons stated.
