In the Budget for 2024, Metrorex provided over 650 million lei for investments in the M 6 North Station-1 Mai-Airport Otopeni highway, a project under construction on the first section and in design for section II, Băneasa-Otopeni.

The draft Budget for 2024 foresees total revenues of 2.4 billion lei, an increase of over 70% compared to those preliminary/realized in 2023, and for investments over 700 million. On the other hand, the estimated losses are 350 million lei. Metrorex estimates 5,208 employees at the end of the year.

“The sources needed to finance investments for the year 2024in the amount of 777,505 thousand lei, are estimated to increase by 50.68%, respectively by the amount of 261,522.96 thousand lei, compared to those made on 31.12.2023 and will be insured from:

– own sources, in the amount of 47,719 thousand lei, respectively from depreciation of fixed assets;

– allocations from the budget for investments in the amount of 729,786 thousand lei (of which 357,390 thousand lei on title 65 and 300,000 thousand lei on title 61) and are increasing by 43.85% compared to the level achieved in 2023.

Investment expenditure for the year 2024in the amount of 777,505 thousand lei, are estimated for the year 2024, increasing by 50.68%, i.e. by the amount of 261,522.96 thousand lei compared to those made on 31.12.2023, of which ongoing investments for goods the nature of the public domain of the state will be carried out for:

Highway 5 – Taberei-Pantelimon Road

Section 1 – Răul Doamnei – Eroilor, including the station, the connecting gallery Valea Ialomiței – further investment objective, put into operation with passengers in September 2020.

Total allocated: 72,162 thousand lei, of which:

Total allocated title 55: 58,500 thousand lei

Total allocated title 51: 13,662 thousand lei

Highway 6 – Connection of the metro network with Henri Coandă International Airport – Otopeni

Total allocated: 657,624 thousand lei, of which:

Title 65: 357,390 thousand lei

Title 61: 300,000 thousand lei

For the first section of the M 6 Highway, the Alsim Alarko-Makyol Association is working at all six stations, and the TBM machines will start drilling in August-September 2024 (estimated date). The building permit was issued in December 2023 with the start date of the works on the structure and galleries of December 15, 2023 and a deadline of 39 months. For section II, Băneasa – Otopeni Airport, Gulermak (Turkey) must submit the technical project this fall. Metrorex estimates the completion of the work on the M 6 Nord-Otopeni Station in 2027, but even so far it has not been able to launch the new tender for finishes, architecture and installations.

For the first section (builder Makyol – Alsim Alarko) the works will be settled from PNRR money transferred from the M 4 Filaret Highway, and for section II Băneasa-Tokyo (Otopeni) from the JICA loan. But the Ministry of Transport still needs to put approx. 1.5 billion lei for the contract for architecture, installations, rail and finishes, the relaunch of which is delayed.

“The M6 ​​Metro North Station – Otopeni Airport highway will be inaugurated in 2027”, promised, in May 2023, Mariana Miclăuș, the general director of Metrorex, on the occasion of signing the contract for the design and execution of section II Băneasa – Otopeni (works on the station structure and tunnels).

“Economic – financial indicators included in the draft budget of revenues and expenses for the year 2024, have the following values:

– labor productivity in value units per total average staff, recalculated according to the Annual State Budget Law for the year 2024 – law no. 421/2023, in the amount of 460.38 thousand lei/person, is estimated to increase by 62.88% compared to the preliminary one/realized in 2023;

– average monthly earnings per employee (lei/person) determined based on salary expenses, recalculated according to Government Ordinance no. 26/2013 and the Annual State Budget Law for the year 2024 – law no. 421/2023, in the amount of 13,869.85 lei/employee is increasing by 8.52% compared to the preliminary/achieved in 2023;

– the number of personnel forecast at the end of 2024 is 5,211 employees, maintained at the level of the number of personnel achieved at the end of 2023, in accordance with the provisions of art. XIII, paragraph (1), letter b) from GEO no. 31/28.03.2024 regarding the regulation of some fiscal-budgetary measures and for the modification and completion of some normative acts and is decreasing by 650 positions compared to the level approved in the budget of revenues and expenses for the year 2023, by GD no. 448/2023.

– the average number of employees of 5,208 employees is estimated to decrease by 54 employees compared to the number approved in the budget of revenues and expenses for the year 2023 by GD no. 448/2023;

– total expenses per 1,000 lei of total income amount to 1,146.85 lei, estimated to increase by 6.63% compared to the preliminary/realized ones on 31.12.2023;

– outstanding payments in the amount of 191,636 thousand lei, are estimated to decrease by 20.05% compared to those preliminary/realized on 31.12.2023;

– the outstanding receivables, in the amount of 31,400 thousand lei, are estimated to decrease by 20.20% compared to those preliminary/realized on 31.12.2023;

– the expenditure growth index of 82.66% is higher than the income growth index of 71.31%;

– the gross result (loss) was estimated for the year 2024 unbalanced, i.e. loss in the amount of 352,107.59 thousand lei, increasing by 232.82%.

The company will undertake all the necessary steps during the budget execution of the year 2024 so that at the end of the year it reduces the expected loss.” – Metrorex Budget Project
