After 5 years of studies, he returns to the idea of the parking lot under B-dul Eroilor. The 2024 novelty: the concession to a “private”, which will also receive into operation the existing parking lot from Militar, for a period of 49 years
The construction of underground parking lots in the central area of Brasov has been talked about for many years, but the projects remained in the “studies and researches” stage. Now, the municipality has decided to adopt one of the scenarios proposed by the specialized firm that prepared the foundation study for the construction of underground parking lots, after planning solutions had been taken into account both under Bdul Eroilor and in the area of Sub Tampa.
Thus, in the meeting of Thursday, April 25, of the City Council, the substantiation study should be approved in view of carrying out the procedures necessary to conclude a works concession contract in accordance with Law 100/2016 for the construction of an underground parking lot in the perimeter in front of the Prefecture .
The initial investment of the private company: 10,035,000 euros
According to the technical documentation attached to the draft decision, the scenario was chosen that provides for the concession of the development works and the exploitation services to a private company for the development of 360 places under Eroilor Blvd and the green space in front of the Prefecture, and this will receive exploitation and the multi-storey public parking lot with 360 spaces at the Military Hospital. The investment in the new parking lot is estimated at 10,035,000 euros.
Concession for 49 years
“The object of the study is the analysis of the technical, economic and financial feasibility of the options for a possible concession of works and services for the execution and administration of parking lots at the level of the Municipality of Brasov. It is proposed to approve Scenario 3, recommended, which provides for the concession of works and services for 360 spaces at the Prefectural Parking in Eroilor blvd and 306 existing spaces in operation at the Regina Maria Public Parking. which will be concessioned for a period of 49 years. This scenario is based on the assumption that Braşov City Hall will concession the construction of the parking lot to a third party that will build the public parking system on Eroilor Blvd no. 5 and will ensure its administration and operation, and at the end of the concession period of 49 years, the entire developed public parking system will be transferred to the City Hall of the Municipality of Braşov, in good condition and exploitable, free of any burdens or obligations. To these will be added 306 more parking spaces in the already existing Regina Maria parking lot, which will be concessioned for a period of 49 years”. it is specified in the specialized report of the draft decision.
How much will the City Hall collect from the royalty
The amount of royalty that the concessionaire will pay to the City Hall for the 666 parking spaces it had in total is proposed by the substantiation study at 6%/year of the total revenues.
For the first year, total revenues for the concessionaire from the operation of the two parking lots were estimated at 658,509 euros and would reach over 6.6 million euros/year in the last year of the concession.
An idea repeated from 2019
The idea of a parking lot under B-dul Eroilor had been taken into account as early as 2019 by the old administration led by George Scripcaru, correlated with the project to transform the area between Modarom and Star into a pedestrian area, but since then practically only work has been done on studies and finding the optimal solution for financing such a large-scale investment.
The underground parking proposed by this concession contract will have an area of 11,520 m2 and will be developed on three levels. The capacity will be at least 360 parking spaces, depending on the technical solution, and the entrances and exits will be made from Bd-ul Eroilor, car traffic inside the parking lot will be one-way.
The total number of parking spaces inventoried in 2021 in Braşov was 89,918, of which 67,529 public parking spaces and 22,389 private parking spaces. To these can be added another 2,222 legal parking spaces inventoried but not equipped, for the 94,897 cars registered in Braşov, but which obviously do not cover the need for parking for Braşov, which should provide 1.8 parking spaces for every car. Although according to the number of parking spaces, Braşov is on the 2nd place in the country, after Bucharest, in terms of the efficiency of parking spaces, it is only on the 7th place, according to a study done by the municipality of Brasov.
