Farmers from Vrânci can submit payment requests for European subsidies from Thursday, April 4, to the Payments and Intervention Agency for Agriculture (APIA). Requests for payment are submitted to the APIA Vrancea County Center and to the regional centers for interventions related to the vegetable and animal husbandry sectors in 2024. The request submission campaign will take place between April 4 and June 7, 2024.
APIA Vrancea representatives show that farmers will be able to submit the Payment Request by accessing the IPA-Online application from the internet version. “If the payment request also includes interventions from the livestock sector, the applicant will first address the APIA manager in order to complete the declaration regarding the livestock sector and then complete the application for the area through the IPA-Online application. Only one Payment Request will be completed, even if land surfaces are used in different localities or counties.
The natural person, on the one hand, and the authorized natural person/family enterprise/individual enterprise, on the other hand, having the same owner, submit a single payment request. The documents proving that the agricultural land is at the disposal of the farmer must be valid on the date of submission of the Application“, it is stated in the APIA information.
The representatives of the institution specify that, after the deadline for submitting the payment request, farmers must notify APIA in writing of any change in the data declared in the payment request and in the supporting documents, within 15 days from the date of the change. It should be specified that farmers who do not carry out agricultural activity are not eligible for payment for non-compliant areas/animals.
Also, farmers and other beneficiaries who receive direct payments or annual payments through interventions in the form of direct payments and interventions for rural development, financed from European funds, must comply with the rules regarding conditionality on the entire agricultural holding (including the ineligible ones and the which are no longer used for production purposes) and throughout the year of application.
“Farmers can also sign the Applications using the electronic signature. In this situation, it is necessary to notify (by phone message or e-mail) the official designated to manage the application that it is desired to sign electronically. The electronic signature applied to the payment request must be downloaded from the IPA-Online application on the date of submission.
Commitments and declarations, part of the payment request, will also be signed electronically on the same date”, says APIA, which specifies that the areas declared in the payment requests for which the documents proving the use of the land are not submitted by the deadline for submitting the payment requests, i.e. June 7, 2024, are ineligible.
