A woman died after being bitten by dogs while jogging, in the 6th district of Bucharest. A year ago, she was attacked by dogs in the same area, also while jogging. Then he arrived at the hospital. The investigation launched then did not reach any conclusion. People in the area say they have sent reports to Sector 6 City Hall and Animal Protection about the dangerous dogs. “We have, in turn, reported to other authorities, because this problem of stray dogs is not only the responsibility of the Authority for the Supervision and Protection of Animals. ASPA is responsible for the management of stray dogs on the public domain of the Municipality of Bucharest. (.. .) We should have the support of the local sector police, the National Police, which has other powers than ASPA, namely to check dog owners, if they are microchipped (…) sterilized, according to the law, if they are kept on properties private, properly fenced, so that they do not have access to the public domain and, unfortunately, these things do not happen enough”, said Cătălina Trănescu, on Saturday, in a press statement, according to Agerpres.

According to her, there are many private properties in Bucharest, usually on the outskirts, which are not properly fenced. “Dogs come and go on the public domain as they please. Not being sterilized, they breed. Breeding and becoming adults, they retreat to such areas and form groups, go out for food and can have aggressive behaviors both towards people and and to other smaller animals”, explained Cătălina Trănescu.

She mentioned that, once picked up from the territory by ASPA, the dogs are taken to the three centers managed by the institution, where they are microchipped. “If they were to return to the territory, there would be traceability, it would be possible to know that they came from us. So, they are microchipped, they are sterilized, vaccinated, dewormed and promoted for adoption. What we see next in the territory are not dogs that come out of our shelters. There are dogs that continue to reproduce in yards, in private properties, in warehouses, in construction sites,” Trănescu pointed out.

According to her, ASPA crews are trying to capture the dogs that killed the woman.

“They have been identified somewhere around eight dogs in the field. Our crews, who are equipped with rifles, with tranquilizers, are trying to make these captures, but, being such a large, such a vast territory, it is an extremely difficult. We also identified puppies of these dogs,” Cătălina Trănescu also declared.

Liberal general councilors demand the resignation of the director of ASPA

UPDATE 14.00 Liberal general councilors are calling for the resignation of the director of the Authority for the Supervision and Protection of Animals (ASPA), after the tragedy.

“The sums allocated annually for ASPA Bucharest from the PMB budget are huge. I want a detailed report from the management of this subordinate PMB, which has exclusive powers and the mission to manage stray dogs and a clear action plan to avoid such tragedies in future! I want to know who asked to stop the capture of stray dogs! In this regard, we demand the immediate resignation of the director of ASPA! You are paid to protect us, not to chop budgets on leaflets!”, wrote, on Saturday, on Facebook, the spokesperson of general councilors PNL Bucharest, Diana Mardarovici.

She pointed out that people’s safety must be “zero priority in Bucharest”.

“It’s sad to think that you can’t be safe in your own town. We’re almost the same age… Just yesterday we were sadly discussing the child who had to be mauled to death by dogs in order to get fair laws in this country. No I want more precedents like this!”, she added.

The City Hall of the Capital announced on Saturday that the dog capture action organized by ASPA is underway on the vacant lot where the woman was found dead.

UPDATE 13.40 The only institution authorized to monitor and collect stray dogs in Bucharest is the Animal Supervision and Protection Authority (ASPA), subordinate to the Capital City Hall, the District 6 City Hall sent in a statement.

According to the quoted source, the Local Police Sector 6 did not receive reports regarding their existence in the area where a woman died after being bitten by dogs.

“The woman was found by the police in the field, 270 meters away from the nearest house and 300 meters away from the nearest point to the Lacul Morii dike – the undeveloped area, on the border with Chiajna Commune.

The land belonged to CAP, and the appropriations were made by the Chiajna authorities. It is currently owned by three people.

The sector town halls have no responsibilities on the part of euthanasia, the only institution authorized to monitor and collect the Maidan dogs from the administrative-territorial radius of Bucharest is the Authority for the Supervision and Protection of Animals (ASPA), subordinate to the General Town Hall.

Even so, the Local Police of Sector 6 supports ASPA. They have weekly actions together. Furthermore, last year the teams were accompanied by the local police in the Gilulesti Sârbi area, as part of the animal sterilization awareness campaign.

The District 6 Local Police did not receive reports regarding the existence of stray dogs in the area where the tragedy occurred. However, almost daily the local police request the intervention of the ASPA to capture stray dogs from other areas, especially those on the border with neighboring communes.

Last year, 53 notifications were sent, and from the beginning of 2023 another 36″, the City Hall of Sector 6 communicated.

UPDATE 13.30 People who live in the area say they have received numerous reports of stray dogs that can be dangerous. At the same time, they say that they called 112 and sent emails to the City Hall of sector 6.

The tragedy happened while the woman was running in the area of ​​a lake in sector 6, informs the General Directorate of Police of the Municipality of Bucharest (DGPMB), writes Agerpres.

The policemen of the 20th Police Department were informed, through 112, about this incident. Police officers went to the scene and identified the victim, and a medical team confirmed the death. A criminal file was opened to establish the causes and conditions in which the death occurred, the investigations being taken over by the Prosecutor’s Office attached to the Bucharest Court and the Homicide Service.

The police officers who then investigated the incident tried to find out whose dogs they were, but the investigation did not reach a conclusion. And representatives from Animal Protection came to sector 6 and made checks, but still without concrete results.

Now, a new investigation will begin and people who live in the area will be interviewed to find out who the owners of the dogs are.
