Starting in 2025, the new European model of identity card will be introduced in the Republic of Moldova.

What the new identity card offers in addition

The identity card according to the European model will gradually replace the bulletins previously issued by the authorities. Citizens of the Republic of Moldova will have an identity card, according to the new regulation, and foreign citizens, stateless persons, refugees and beneficiaries of humanitarian protection will receive a residence card.

The European-style ID card will have the dimensions of a bank card and will include both printed information and biometric data, i.e. the photo and fingerprints of the owner.

By adopting the new model of identity card, the list of European Union member countries where Moldovan citizens will be able to travel based on the identity card will be expanded. In addition, the new identity card will facilitate the digital interaction of people with public and banking, fiscal, social and educational institutions.

How and when the bulletin will be replaced with the new identity card

The replacement of the bulletins with the identity card in European format comes after, by the decision of the European Council of June 23, 2022, the Republic of Moldova obtained the status of a candidate for integration into the European Union.

The association agenda foresees, among other things, the circulation of new types of identity documents, superior from the point of view of security and which facilitate the identification of the holder, access to public services and travel “only with the bulletin” in the community space.

It is also important to note that the new European-style identity card will not be mandatory for people who already have an identity card valid in the Republic of Moldova.

The new electronic identity card will be able to be used as:

  • identification document of the owner on the territory of the Republic of Moldova;
  • travel document for crossing the border under the terms of an intergovernmental agreement; now, citizens of the Republic of Moldova can travel based on their identity card in Ukraine and Turkey, but the new electronic identity card will allow free movement based on this document;
  • electronic identification document in the information systems of public institutions.

The electronic identity card will contain:

In print format:

  • the name of the issuing state, in Romanian and English;
  • the name of the identity document, in Romanian and English;
  • series and number;
  • name and surname;
  • the sex;
  • date of birth;
  • citizenship;
  • the state identification number of the natural person;
  • date of issue and issuing authority;
  • expiration date;
  • facial image;
  • the holder’s holographic signature, from the age of 14;

In electronic format:

  • the data in the printed format and in the recorded format;
  • the qualified certificate for the electronic signature, in the case of holders with full exercise capacity;
  • holder’s biometric data:
  • facial image and fingerprints.

Identity card and residence visa

It is important to note that the residence visa will no longer be printed on the electronic identity card. After the introduction of identity cards in European format, citizens will have to notify the authorities about the change of residence, online, through an electronic declaration at the multifunctional centers of ASP, town halls, embassies, and the changes will only be made in the system.

The electronic identity card will be issued compulsorily from the age of 14 and not from the current age of 16. Also, at the request of the legal representative, the document can be issued even before the age of 14.

The maximum validity period of the new identity card will be 10 years, and the cost will be around 280 lei.
