Shortly after President Biden signed a $61 billion defense package last week for Ukraine’s defense, President Zelenskiy on Sunday revealed that he is working with Washington on a ten-year bilateral security agreement.

In his evening speech, Mr. Zelenskiy said:

“We are already working on the text. Our goal is to make this agreement the strongest of all.”

“We are discussing the specific grounds of our security and cooperation. We are also working to establish precise levels of support for this year and for the next ten years.”

He indicated that the document would likely include long-term support agreements focused on joint production of military equipment and weapons, as well as continued support for reconstruction.

Zelensky added:

“The agreement will have to be truly exemplary and reflect the strength of American authority.”

But ultimately, an essential goal in concluding such a long-term agreement is to protect against possible interference from the incoming Trump administration.

Here’s what he wrote Wall Street Journal last year:

“The aim is to ensure that Ukraine will be strong enough in the future to deter Russia from attacking it again.

“In the short term, Ukraine’s Western allies hope to dissuade the Kremlin from thinking it can wait for the end of the Biden administration’s term and a possible more sympathetic successor in the White House.

And further:

“Western officials are looking for ways to reinforce pledges of support and limit the ability of future governments to backtrack, while European chancelleries fear that if Donald Trump returns to the White House, he will try to cut aid.”

I have pointed out before that NATO and the G7 are desperately trying to create a “anti-Trump protection” on future aid to Ukraine and efforts to counter Russia.

For her part, after passing the $61 billion military equipment package, the Biden administration announced new weapons packages totaling $7 billion.

The United States has promised to quickly ship these aids to Kiev, given that, according to all reports, the Ukrainian armed forces are in big trouble on the front.

Over the weekend, Zelensky said:

“We continue to wait for the promised deliveries to Ukraine – we are waiting for exactly the quantity and content of the deliveries that can change the situation on the battlefield in the interest of Ukraine.”

He added:

“And it is important that all the agreements we have made are put into practice – everything that will produce concrete results on the battlefield and boost the morale of everyone on the front lines.

“In a discussion with Mr. Jeffries (the leader of the Democratic minority in the House of Representatives – n.t.) I insisted on the need to get possession of the Patriot systems as quickly as possible.”

But all this means that the war will drag on, which removes the prospect of peace negotiations, even as there are daily admissions that Ukrainian forces have been defeated.

Currently, the governments of Greece and Spain are under pressure from the EU and NATO to hand over the few Patriot anti-aircraft systems they have to Kiev.

The argument is that Greece and Spain do not need them as urgently as Ukraine does.
