It happened in the mandate that is ending to see, what others have also seen, how an authority of county autonomy and, at the same time, an authority of the county public administration, with many categories of attributions, can function effectively, articulated, European, in despite the fact that he brought together councilors from 5 political parties. The County Council is, according to the Constitution, the public administration authority for coordinating the activity of the communal and city councils, in order to provide public services of county interest. Through the entire development of his activity, undoubtedly fertile, the note of civility, almost perfect, on the mandate of the president Cosmin Vasile, the Dolj County Council achieved the long-awaited goal, that of perfect cooperation -regardless of political color- in the service of the Dolj community. What do I really mean? Nothing else, except that, finally, it was fully understood, an expression of a democratic maturation, by all the councilors, I repeat without any distinction, that this administrative entity, with immense responsibilities conferred by law, is not one “in itself”, tributary of unextinguished political idiosyncrasies, but one which works for the benefit of the Doljena community. This and nothing more. Carrying out the function of representing the county, in relations with other public authorities, with natural or legal persons, from the country or abroad, as well as in the judiciary, Cosmin Vasile ends his first mandate with “high marks”… on the line. To put it this way. The law qualifies the president of the County Council as the executive authority, along with the mayors of communes and municipalities, as an institution of constitutional rank. From this point of view of his status, as a one-person and executive body, the president of the County Council, elected unanimously, not through political transactions of electoral competitors, has full recognition, both administratively and morally. In other words, he is a reliable investment of Dolje voters. At the time of the balance sheet, because we are in such a moment, we can talk about hundreds of kilometers of county roads -unprecedented-, the expansion and modernization of the airport, the inauguration of the towers in Brabova and Cernăteşti, the inauguration of the “Constantin Brâncuti” Cultural Center, the inauguration of the Museum The Book and the Romanian Exile, the inauguration of the “Amza Pellea” Memorial House in Băileşti and so many other important objectives, representative of Dolj county, with a different visibility on the country’s map. Dozens and dozens of projects, designed to attract European funds, have been materialized or are underway. The rehabilitation of the “Alexandru Macedonski” Memorial House in Goieşti is also in progress. All this was written about in due time. The issue under discussion, however, is different and concerns the quality of the elected officials that the political parties send to represent them in the local councils or the County Council, as is the case here. It is obvious that, in the whole discussion, the tact, the administrative scope, the professionalism of the one at the head of… affairs comes into play. And from this point of view, Caesar must be given his due, and Cosmin Vasile, with his “apprenticeship” as a county councilor, but also a really thorough legal training, proved to be an inspired solution, a certainty that an upward path can be continued , not without challenges, in the future. The mandate of the county elected officials ends soon. The current format, I feel obliged to repeat, with convincing advisers, able to dialogue and support their points of view, without threats and without rackets, has amply demonstrated that the achievements expected by a free community are not obtained unfairly, rudeness and sufficiency, irreversible disharmonies, but with good manners, etiquette, innate decency, etc.
