The problem of flooding in the Dobrogea area is quite old, and strong floods often affect the area. According to the competent authorities, the city of Babadag in Tulcea County is affected by the capricious weather due to its position and the climate in the area. Since last year, to solve the problem, a project has been underway at the Dobrogea – Coastal Water Basin Administration (ABADL), dedicated to improving the management of the main risks accentuated by climate change.

The “Flood Defense of Babadag Township, Tulcea County” project is implemented by the Dobrogea – Coastal Water Basin Administration in the city of Babadag and has the Ministry of Environment, Water and Forests as its beneficiary. The implementation of the project began in October 2023, by signing, with SC Asociea DIMAR SRL-Hydro Proiect Invest SRL and Braco Engineering, the contract for the design and execution of related works. The overall objective of the project is to improve the management of the main risks exacerbated by climate change, especially floods. The purpose of the project is to protect the city’s population against flooding. It also aims to reduce the negative effects of floods on the socio-economic objectives exposed to risk. According to the representatives of ABADL, within the project, several preventive measures are applied in the most critical areas of the hydrographic basin related to the Tabana stream and of the inner city of Babadag.

“The city of Babadag is affected by repetitive floods, due to its position, morphological features and local climate regime. Due to the increased vulnerability of the city to flooding phenomena, in order to reduce this risk in the future, combined flood protection measures are necessary, including works to combat soil erosion applied to the entire surface of the Tabana stream watershed. The project contributes to the sustainable development and increasing the safety of the population by preventing and managing risks as a result of climate change, for the development of the economic and social activities of the inhabitants of the area, which leads to the improvement of the living standards of the people who work, live and benefits directly or indirectly from the measures proposed by the project”, the director of the Dobrogea Water Basin Administration – Litoral, Hristu Uzun, told us.

According to the representatives of the institution, the total value of the project is 82,552,635.40 lei, of which 85% is non-refundable financing of 57,690,166.43 lei, and the co-financing from the state budget is 10,180,617.59 lei. The project is co-financed by the Large Infrastructure Operational Program 2014-2020, Priority Axis 5 – Promoting adaptation to climate change, risk prevention and management.
