Obtaining the necessary documents for the construction of a house is a complex process, which involves obtaining approvals and agreements from several institutions and authorities. Before construction begins, several essential steps must be taken to ensure compliance with legal regulations and to avoid potential problems in the future.

What documents do you need to build a house?

The first step in the process of obtaining a building permit is the Town Planning Certificate (CU). This certificate is informative and does not take the place of a building permit, but it is necessary to subsequently obtain the permit for the execution of construction works. The CU is issued by the City Hall at the request of natural or legal persons.

The next step is to obtain the necessary approvals, which are divided into two categories: approvals from utility providers (electricity, gas, telephone, water, sewage, sanitation, etc.) and approvals from various authorities (environment, civil defense, public health , protection of historical monuments, etc.). The average duration of obtaining these approvals is 30-60 days.

After obtaining the approvals, the Building Authorization can be requested, issued by the City Hall based on the CU, the approvals and the house project. The building permit allows the actual start of construction and is valid for 12 months from issuance. The permit fee is calculated as a percentage of the estimated value of the investment.

It is also necessary to carry out a Geotechnical Study, required either by the City Hall or by the State Construction Inspectorate. This study aims to determine the characteristics of the land on which the house will be built and is essential for the correct dimensioning of the foundation.

In certain cases you also need more special approvals and agreements

It is important to note that in some cases, for the construction of a house, there are other necessary approvals and agreements, such as the approval of the Ministry of Culture and Cults for investments involving historical monuments, the approval of the Ministry of National Defense for investments in airport protection areas, etc. .

All these documents and approvals are necessary for the preparation of the File for obtaining the Construction Authorization, according to the law.

The file must include a series of documents, such as the standard application for the issuance of the authorization, the urban planning certificate, the proof of the title to the land, the technical project for the authorization of the execution of the construction works, the necessary notices and agreements, as well as the proof of the payment of legal fees.
