The County Administration of Public Finances Dolj (AJFP) is obviously not a very sympathetic institution, for various reasons, but such an approach is not at all a criterion for evaluating its daily activity. One that is more than notable, in terms of volume, rigor, improvement of the services offered, efficiency, transparency, prevention and combating tax evasion, reduction of arrears, etc. Subordinated to ANAF, respectively MFP, AJFP Dolj applies the government’s strategy and program in the field of public finances, as well as the state’s fiscal policy, in a unitary manner. The “portable” that the team led by ec. Bogdana Camelia Oprescu, as head of administration, of remarkable competence, a team that also has in its composition, we mean the immediate collaborators, Mircea Laurenţiu Simion, Ilie Ioana, Dragoş Maximilian Dumitru, is the legislation in the matter. And nothing more. The complete team on which the entire volume of activity of AJFP Dolj rests, according to the state of functions, numbers 372 people (25 management functions and 347 executive public functions). This complex team oversees and administers a number of 35,359 fiscally active legal entities, 9,132 fiscally inactive legal entities, 22,145 individuals administered by CUI/CIF, 186,805 individuals administered by CNP. So far, more descriptions of the landscape. Because in fact the point of this text is different. Namely, the almost exemplary realization of the collection program, budget revenues, at the level of AJFPS Dolj, in the first quarter of the year, in a percentage of 103.21%. Analyzing the actual receipts from the execution account of the general consolidated budget, related to the period January-March this year, it results – according to an activity report submitted to the Dolj Prefecture – that at the AJFP Dolj level, they were in the total amount of 1,362,658,036 lei, i.e. a exceeding the collection schedule in the amount of 42,318,036 lei, which corresponds to a 3.31% increase in the planned schedule. The revenues of the four big budgets -components of the consolidated general budget- are realized as follows: the state budget 97.35%, the state social insurance budget – 107.86%, the budget of the single national health insurance fund – 108.3% , unemployment insurance budget 95.32%. The good practices that led to the fulfillment of the specific performance indicators, during the first quarter of this year, are based on the accumulated experience, informing the taxpayers about the legislative changes, in order to comply with the declaration obligations, carrying out partial tax inspections, based on the analyzes of risk etc. The overall image of the administration, judged on the basis of the results obtained, is the expression of a coherent, rigorous, fully professional management and a full knowledge of the actual situation, which cannot be achieved “overnight”. The number one man of Doljena’s finances is indisputable eq. Bogdana Camelia Oprescu, who himself noted, unequivocally, a discipline of the taxpayers, through suitable strategies, convinced that he does not lead a team of wizards, but also of financial warders, a team able to carry an effective air – cold when necessary – without allowing itself to be contaminated of strange indispositions. The good collection of revenues of the general consolidated budget, administered by ANAF, may also suggest a certain financial health of Dolj, although in this regard there are no lack of circumstantial reservations. At the level of the territorial fiscal units within AJFP Dolj, the following are distinguished: AJFPJ Craiova (105.01%), Băileşti city tax service (103.35%), Bechet city tax service (112.06%), Calafat city tax service (112.06%) ), Filiaşi city fiscal service (113.83%), Segarcea city fiscal service (97.55%). Overall, we can speak of an increasingly well-trained staff, able to serve the taxpayer. It’s an opinion.
