The local budget of the Buzau town hall increased by over 20 million euros in just 7 years after the Kaizen system was applied in the city. It is one of the most effective management methods borrowed from Japan and currently used by more than 80% of state-owned companies around the world. “Kaizen in local administration” could become a successful model in all public services in Romania, because it continuously improves the relationship between administration and citizens.

Today, the book “Buzău city case study” was launched, and the mayor claims that the model applied by the local public administration is a real success.

“I could say that this book saved Buzău or experience caught here, because it is the case study done on the municipality of Buzău, on experience it gained by applying Kaizen principles, namely to permanently improve quality, to permanently reduce costs, to respect the deadlines for the delivery of the documents and everything done with high morale, because it cannot be done otherwise

Buzau started to change for the better. We took over an almost disparate situation both financially and people-wise. We work with the smallest team in Romania because we have a suspended organization chart for 8 years. We also have these that we proposed on the austerity law, also suspended. But this suffering, so to speak, gave birth to this Kizen, which saved Buzău”, declared the mayor Constantin Toma.

According to local authorities, this measure would have numerous benefits if it were also implemented at the national level.

“We increased the level of collection in Buzău by about 74% and it must be said that this Kaizen experience can be applied anywhere, because you cross: 9 billion euros to be recovered only from VAT annually in Romania.

Benefits at the national level would be huge, because even though we have the largest gross domestic product that Romania has ever had, last year we ended with about 320 billion euros compared to about 30 billion dollars in 1989, however, the state borrows more and more, it is more and more difficult, we have to reduce the operating expenses of the Romanian state. And here, in this book, there is also such an experience”, declared Mayor Constantin Toma.
