Emil Boc declared, on a local radio station, that the metropolitan belt of Cluj has reached the phase of starting the works for the first section, specifying that the payment of the expropriations will be made by sector.
“We are with the metropolitan belt of Cluj in the phase of starting the works for the first section and awarding the second section. At the first section, I repeat, we need to issue the building permit in order to go through these procedures, the last stage before the authorization is to realize the expropriation corridor for which money is needed.
The value of the project was ensured by the EU through the operational-sectoral programs. Expropriations for the metropolitan belt, for the entire section of 1.2 billion euros it is somewhere around 200 million euros.
Obviously, we have the winner for the first section, we have the design almost completed, we are preparing to start the works, but we need the expropriation corridor”, declared Emil Boc.

At the same time, the mayor of Cluj also recalled the fact that in the metropolitan belt, expropriations are much more expensive than in the subway, and the amount of 200 million euros required cannot be delivered in a single installment. Thus, Emil Boc, together with his team, modified the law so that the expropriation would be done piecemeal.
“Here, in the metropolitan belt, expropriations are much more expensive than in the metro. And I repeat, it’s about 200 million euros. Obviously, we checked with the Ministry of Transport and CNAIR who said that they had no way of giving the money all at once. Blockage. What are we doing?
I can’t let go of the works. That’s when I thought, with my colleagues from the mayor’s office and with my colleagues from the ministry, let’s do one legislative changeso that we issue separate expropriation decisions, ie let’s break down the expropriations by area, that is, the expropriation is done and you only pay for the surface you are going to work on.
We changed the law and we can expropriate in sections, in sectors, and I record the money I need. E.g, for the first section we need about 4 million euros where we start: Cluj-Floresti.
I have taken the necessary steps. You can’t do these things if you don’t know the mechanics. We went to the next level, that’s why Cluj is where it is”, said Emil Boc.
