Justice Minister Alina Gorghiu estimated that the “Justice District” project, which will bring together the main institutions of the judicial system in the same area of ​​the Capital, could be completed in the next 5-6 years, with costs that will amount to one billion euros . A concert hall with acoustics suitable for classical music concerts will also be built in the area bordering the neighborhood, informs Agerpres.

“The first three documents needed in this project have been completed: the technical expertise of the existing foundation on the site, (…) geotechnical study and the design theme. The next step is to complete the feasibility study. At the end of May, we hope that it will be ready to enter the approval procedure, and in July, we in the ministry hope that we will have the decision of the Government on the circuit so that we can move to the next stage. The most important is the wear and tear work, namely the preparations for the expropriation of privately owned buildings (…) and which involved the signing of the second agreement with the World Bank”, said Alina Gorghiu, on Wednesday, during the conference “Urbanism and Justice – practical and legislative challenges”, which was moderated by the vice-president of the Senate Robert Cazanciuc.

The district will bring together 23 judicial institutions

Although the neighborhood will have high total costs, of approximately one billion euros, the investment will take place in stages over the next 5-6 years. The project is an older one, having been started 13 years ago, and has been included in government programs since 2016.

“There are approximately 6,000 people employed within the 23 judicial institutions who will interact daily with over 9,500 litigants in a 293,357 square meter building. This is about the extent of the project, this is about where we want to reach and, of course, it is an effort that means a very large financial resource. One billion euros is not a small amount at all. The amount scares me, as many times as I see it, but it is an amount that will be invested gradually, which involves stages, gathered energies, but the end will be the one we want. (…) In the next five to six years, the future ministers will make these efforts, I think, to the end (…) I thank those who contributed to this not easy project, but we can say that we see the light at the end of the tunnel”, added the minister.

Gorghiu stated that the project is not the only one to modernize the infrastructure of the judicial system, she mentioned that seven courts in the country were inaugurated in the last 10 months and four more are to be completed by the end of 2024. She also highlighted the modernization of the penitentiary system to the standard of four square meters for each person in detention.

A 2,000-seat concert hall

For his part, Senator Robert Cazanciuc (PSD), former Minister of Justice in 2013-2015, showed that the big problem that generated delays in the “Justice Quarter” project was the legal regime of the lands on which the headquarters of the institutions are to be built they will move to the neighborhood. “You don’t realize what legal madness was with this Justice District project – 11 hectares, two-thirds of which are owned by the state and the rest by the Capital City Hall and private owners. A Swiss, simply! It had to be taken piece by piece, each piece of land, each owner, that was in dispute with the City Hall, that was in dispute with the ministry… All these things were legally clarified. (…) Until now, the ‘Justice District’ project required four laws, four Government Decisions and three memorandums. Three more Government Decisions are being prepared”, said Cazanciuc.

The former minister said that this project is intended not only to provide new premises to some institutions, but also to impose respect and trust among litigants. “I hope that a spirit will be created that will lead to a deep reform in the Judiciary”, said Robert Cazanciuc.

A large concert hall will also be built on the 11-hectare site next to the National Library, given that the Palace Hall does not offer adequate acoustics for classical music concerts.

“The big orchestras don’t come to the Enescu Festival in Bucharest because they don’t have a place to play in a hall with adequate acoustics (…) We need a hall with 2,000 seats and that hall will be next to this Justice complex and I am convinced that a spirit will be created in which people will come to Justice with pleasure and not be scared by a single building that will oppress them. We want to make more buildings where people can move freely. It’s been more than 10 years of work on this project that very few people believed in at the beginning”, detailed Robert Cazanciuc.
