“Today, the Senate sends a united message to the world: America will always defend democracy in times of need. Make no mistake, America will keep its promise to act as a leader on the world stage, to stand up to autocratic bullies like Vladimir Putin. We’re showing Putin that betting against America is always, always a big mistake,” said Democratic Majority Leader Chuck Schumer.

“This national security bill is one of the most important measures that Congress has taken in a very long time to protect American security and the security of Western democracy,” the Democrat said, adding that he sent a message to him on Tuesday evening to Ukrainian President Volodymyr Zelenskiy, telling him: “OK, we did it. Now go and win the fight.”

Earlier, in a telephone conversation on Monday, US President Joe Biden informed his counterpart in Kiev that he would “move quickly” to send the country desperately needed military aid, including air defense weapons, following the adoption of the draft law by the Senate.

Two US officials told Reuters that the Washington administration is already preparing a $1 billion aid package for Ukraine, the first from the bill, which includes vehicles, Stinger anti-aircraft missiles, additional ammunition for anti-missile systems high mobility artillery, 155mm artillery ammunition, TOW and Javelin anti-tank ammunition and other weapons.

The Senate’s passage of the aid package ends a chapter that began last year with a White House request for a new round of funding for Ukraine and Israel after the Oct. 7 cross-border attack by Hamas.

Despite broad support from Congress, the effort stalled almost immediately as a faction of Republicans, increasingly skeptical of US involvement in foreign affairs, opposed sending more aid to Ukraine. Conservatives began insisting that any funding to foreign countries be accompanied by legislation aimed at stemming the surge in the number of people arriving at the US-Mexico border.
